Job summary : Under the general direction of a supervisor, the position assists in coordinating, planning and directing budget development, budget control and special management projects. Work involves reviewing, planning and monitoring the department budget; assisting in the development and implementation of budgetary procedures and policies; responsible for financial forecasting, project management, grants management and assistance in meeting the overall goals of the department including strategic and financial planning, budget preparation and analysis, and review of complex technical documents.
Essential job functions and responsibilities include : assisting in the facilitation of and participating in the preparation and control of assigned department's annual capital and operating budgets; coordinating the preparation of narratives; preparing cost information, budget related documents and charts, budget reports, plans and projects; identifying budget problems, processes and procedures; providing assistance, research and counsel to assigned department on policy, and administrative and operational issues of the department; facilitating studies performed by outside consultants and reviewing consultants work to ensure accuracy; consulting with and assisting assigned department in the formulation, analysis, review and control of the department's budget; forecasting future revenues and expenditures; suggesting cost-cutting alternatives; reviewing expenditure requests and revenue estimates; developing procedures and / or processes to identify deficiencies and take corrective action; attending and assisting in facilitating budget meetings with top management; researching and preparing reports for management's review concerning revenues and expenditures including five (5) year forecasts for revenue, expenditure and financial trends; assisting in cost analysis of assigned department's safety operations; building positive business partnerships; developing and maintaining budgetary database to track budgets and expenditures; representing the city in delivering and performing work with colleagues and clients; establishing and maintaining effective and professional relationships with work colleagues, supervisors and managers; and performing other job duties as assigned.
The requirements include : graduation from an accredited college or university with a bachelor's degree in accounting, business or public administration; three (3) years governmental budgeting and / or accounting experience; an m.b.a. or m.p.a. is preferred; five (5) years governmental budgeting and / or accounting experience; valid driver's license with proof of automobile insurance; background check; acceptable driving record; and knowledge of the principles and practices of governmental budgeting and accounting including general and specific revenue, debt service, capital projects, enterprise, internal service, purchasing and taxation; skill in utilizing microcomputer spreadsheets, word processing, graphics, and database management systems; knowledge of the operating departments normally found in a municipality and their budgeting requirements; knowledge of business office practices and procedures, computerized budgeting and accounting systems and equipment; knowledge of auditing techniques; ability to apply professional budgeting principles and implement standards for operating departments to follow; ability to identify and analyze the efficiency of departmental operations; ability to evaluate complex financial documents; ability to conduct thorough analytical work, including designing statistical analyses of budgetary information; ability to conduct and analyze statistical reports; skill in communicating clearly and concisely, orally and in writing; and ability to establish and maintain effective and professional working relationships with fellow employees, supervisors, managers and the public.
The examination may consist of one or more of the following tests : written examination, performance examination, education and experience evaluation, oral examination and / or other job related examinations. A passing grade is required on each part of the process. Repeated participation in any examination for which the same test is used is limited to once every 6 months. Your examination results will be sent by email as soon as possible after the grading is completed.
Final passing grades are used to determine a candidate's position on the eligibility list of successful candidates. Departments fill vacancies from this list. The top three names are considered for each vacancy unless otherwise modified. Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance. Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts.
