IT Director – San Francisco Department of Public Health
The San Francisco Department of Public Health (DPH) is seeking an IT Director (0933 Manager V) to provide strategic oversight of IT operations and lead technology initiatives across multiple domains, including electronic health records, business operations, digital experience, and IT project management. The role is integral to the department’s mission, delivering effective technology management and innovation.
Responsibilities
Direct a complex portfolio of IT projects and programs / service lines in areas such as electronic health records, portfolio and project management, IT service management, organizational change management, and Microsoft cloud collaboration tools.
Supervise and mentor teams of information technology professionals, fostering professional growth aligned with DPH’s strategic goals.
Develop, implement, and maintain policies and procedures; monitor practices and controls to ensure reliable operations.
Oversee forecasting, prioritization, allocation, and management of operational and project resources (budgets, staffing, etc.) and adjust allocations as needed.
Collaborate with line‑of‑business experts to define departmental aspects of projects (design, support, workflow, testing, resource management).
Collect and evaluate end‑user feedback to ensure the effectiveness of IT solutions; address issues with a Lean problem‑solving approach.
Serve as an expert technical resource, directing research, analysis, and resolution of highly technical issues.
Ensure timely documentation of project / program activities and status reports.
Communicate program / project status and updates to senior management, project teams, and customers.
Maintain positive working relationships with IT teams and line‑of‑business partners; demonstrate leadership in conflict resolution and negotiation of complex situations.
Act as a liaison for the department with City / County staff, policy‑making officials, and outside agencies.
Represent the IT division and coordinate participation in departmental / city‑wide programs in workforce development, equity, and related areas.
Other duties may be assigned as needed.
Qualification Requirements
Education : Bachelor’s degree from an accredited college or university.
Experience : Eight (8) years of verifiable professional experience in enterprise IT operations or IT portfolio and project management, at least three (3) of those years must include supervising IT professionals.
Education substitution : Additional experience may substitute for the required degree on a year‑for‑year basis (1 year ≈ 30 semester units or 45 quarter units).
Desirable Qualifications
Project Management Professional (PMP), PRINCE2, Epic, or similar certification.
Experience working in a healthcare organization.
Experience with healthcare applications / systems such as Electronic Health Records.
Experience managing a large (20+ member) team.

Additional information : the expected salary range is $180,440 – $230,308 per year.
