The Department of Natural Resources, DNR IT Custom Application Development Section seeks to hire a Microsoft .NET Web Developer III's to design, develop, test, implement and maintain solutions and features for applications in Microsoft .NET environment integrated with Oracle database. This position includes designing and implementing Oracle database changes in support of the application. The developer needs to provide reliable, responsive support for these projects and systems as developed along with existing system support as assigned. This work requires @40 hrs. / week) work for a candidate with advanced developer skillsets and experience. The position may be working on any of the following : new development, enhancements, maintenance and providing support for existing applications as determined by agency priorities. This position is required to provide oncall stand-by coverage support during fire season as required for high fire danger related timeframes. This generally falls between March - early June, however, may be called upon other times. Stand-by may be required on the weekends during this timeframe depending on weather conditions. It is normally not every night or weekend, more for High Fire Danger only, possibly 3-7 times / year. During fire season / stand-by, it is critical and required for position to respond / report to work within 1 hour once notified on stand-by. The candidate must have proven work experience with application development, user interface development for custom applications and database design and development. The person hired for this position must work closely with team members and DNR Application Architect Lead for application solutions, development plans, and ensure effective integration among information systems and the IT infrastructure. This may include working with DNR approved third party technologies. An important part of the position will be to understand the interactions between applications, and services within the DNR environment, and evaluate the impact of changes or additions. The candidate should be motivated to stay on top of technological advancements to ensure that solutions are continuously improved, supported, and aligned with industry and agency standards as well as emerging business requirements. The candidate must understand user and process requirements and ensure those requirements can be achieved through high quality deliverables. The candidate for this position will need to rely on experience and judgment to plan and accomplish goals and be able to perform a variety of tasks. To be successful, the developer will need to take initiative and own tasks or products along with being self-motivating including excellent communications, time management, listening, collaboration, problem solving and adaptability skillsets.
DNR Environment : DNR has a large number of .Net custom applications and very high usage of GIS applications interfacing with other state agencies, other states, partners and the federal government. This includes Web Applications, API's, Batch, GIS custom applications and reporting technologies : , .Net Framework 4.8, MVC, Angular, C#, , Power BI, GIS (ArcGIS, AGOL, VertiGIS, etc.), Oracle, JavaScript, Bootstrap, SharePoint, SFTP, Tableau, MS Access, Visual Studio, Azure DevOps / GIT in the cloud, Batch and Web Applications.
Job duties : This position will work at the direction of the DNR IT Custom Applications and Development Section Supervisors, DNR Application Architect Lead, Business Relationship Manager, Project Manager, and program Leads, utilizing DNR IT standards, software, and tools. Tasks of this position include, but are not limited to : 1. Orienting oneself to current applications including , technical debt, and current backlog. This includes reviewing code, documentation, setting up locally and talking with others to understand functionality and business needs. 2. Design and develop application leveraging DNR standards, best practices and modernized design for performance, maintainability, scalability, usability, accessibility and secure coding practices while ensuring business needs are met. This includes developing web applications, batch processes and reports as needed. 3. Assist with database architecture, design, and maintenance to ensure data accuracy, performance, and scalability. 4. Provide application maintenance, support, troubleshooting and issue resolution. 5. Perform and document testing using DNR approved tools and processes for validating functional and non-functional scenarios to ensure quality and accuracy in meeting business needs. 6. Manage code, branching, and deployments through Azure DevOps / GIT, following release processes. 7. Complete priority tasks and maintain task progress in Azure DevOps to support deliverables and timelines. 8. Participate and contribute input in all meetings related to Agile Methodologies following DNR IT PMO guidance. 9. Analyze tasks and provide input into estimates and timelines. 10. Participate in technical team meetings to coordinate development activities and resolve risks. This includes collaboration with GIS staff providing support on related applications. 11. Provide support and issue resolution for user acceptance testing. 12. Create and maintain technical documentation for the solution to support ongoing operations. 13. Support enhancements, maintenance and documentation for additional program applications. 14. Provide oncall stand-by and critical support during fire season as required for high fire danger related timeframes.

Skillsets : The most qualified candidate will have :
1. Experience working Azure DevOps / GIT including keeping work items updated, code management and CI / CD.
2. Experience in an oncall or production support role.
