Step I : $130,451.55

Step II : $138,125.17

Step III : $153,472.41

QUALIFICATIONS

A Bachelor's Degree from an accredited college is required. Combination of education and experience which would likely provide the necessary knowledge and abilities is preferred. A typical way to obtain the knowledge and abilities would be :

Education : Completion of a Bachelor's Degree from an accredited college or university in Business Administration, Safety / Risk Management, Industrial Hygiene, Occupational Health, Safety Engineering, Environmental or Public Health, or closely related field.

Experience :

A minimum of five (5) years of increasingly responsible experience in safety management in a public entity with two (2) years in a management or supervisory role.

License / Certificate / Registration Requirement :

Certified Safety Professional (by American Board of Certified Safety Professionals or equivalent) is preferred at the time of appointment. Safety Officer without Certification must obtain Associate Safety Professional Certification within 12 months of hire, and Certified Safety Professional Certification within 24 months of hire. Failure to obtain or maintain such certification may be cause for disciplinary action.

Certification by the Department of Labor as a certified instructor of OSHA standards for construction and general industries is desirable.

Driver's License :

Possession of a valid California Class C Driver License may be required at the time of appointment. Failure to obtain or maintain such required license(s) may be cause for disciplinary action. Individuals who do not meet this requirement due to a physical disability will be considered for accommodation on a case-by-case basis.

Possession and proof of a driving record free of multiple or serious traffic violations or accidents for at least two (2) consecutive years. The driving record will not contribute to an increase in the Authority's automobile rates.

Abbreviated Job Description :

Under the direction of the Chief Operating Officer, performs a variety of professional level duties involved in the development, implementation and coordination of safety and training programs, safety / environment management, site security and emergency management programs. Coordinate loss prevention duties including identifying, evaluating, controlling, and minimizing potential hazards or injuries to Authority employees, property or third party liability. Oversee and coordinate the Authority's safety programs. Ensure all Authority safety efforts are in compliance with state, local, and federal laws. Serve as a resource and provide quality control to the safety program; performs related work as required.

Examples of duties :

The duties listed below are illustrative only and are not meant to be a complete and exhaustive listing of the duties and responsibilities of the classification. Formulate, develop, coordinate and revise safety and loss control functions of the organization. Design program to identify risks and reduce incidents, occupational illnesses, and exposure to long-term health hazards through safety training of supervisors and employees, planned inspections, skill training, first-aid care, emergency preparedness, proper job instruction, physical protection, job analysis / procedures, and protective equipment. Provide new-employee safety orientations, and develop materials for these presentation measures for hazardous and potentially hazardous conditions or equipment. Proactively coordinate with Operations & Maintenance staff and management at all facilities to promote an open, honest, continuously improving safety culture. Reviews current legislation, State, Federal, and local regulations related to workplace safety and advises on applicable program revisions or enhancements. Researches, develops and implements safety programs in areas such as accident investigation and prevention, motor vehicle safety, confined space, hearing conservation, job hazard analysis, emergency action plans, hazard communications, ergonomics, and control of various Federal and State Occupational Safety and Health Administration (OSHA, Cal / OSHA), Hazardous Energy Control Program (HECP), DMV, DOT, workplace violence, drug and alcohol free workplace, and other mandated programs. Works with foremen, engineers and planners on the development and continual review or revision of job hazard analysis (JHA); reviews and approves all JHA's. Develops policies, writes procedures and disseminates information. (Safety programs are coordinated with the input and / or guidance from the Human Resources and other management staff as appropriate.) Develops resources and presents a variety of safety / environmental training programs. Makes arrangements for outside instructors as needed, or media, and maintains a multi-media safety training and environmental compliance library. Evaluates employee accident and injury reports, recommends remedial action and follows up to ensure action is taken. Participates in determining the root cause analysis of an incident and works with staff to implement corrective action(s). Responds to employee, supervisor and manager questions regarding safe work practices and environmental hazards. In coordination with appropriate Authority management, administer, investigate and coordinate the Water Authority's claim process regarding property liability claims. Evaluates and identifies safety risks and makes recommendations relating to safety audits; prepares written recommendations of safety measures, policies and procedures to maintain high levels of preparedness. Collects and maintains appropriate accident and injury statistics, regulatory (Cal OSHA, OSHA and third party liability) documentation, records and other data desirable by Authority management. Maintains training attendance and tailgate safety meeting records. Develops and presents reports with safety and health leading indicators or measurable data points of improvements as needed. Performs facility, work site and equipment inspections; required accident or incident investigations; awareness campaigns; work site interviews and regulatory discussions; data analysis to identify trends; performs research and designs specific training or other corrective action plans. Responsible for, and administers, the annual fire extinguisher maintenance program. Develops, implements, and manages the Authority's Injury / Illness Prevention Program (IIPP) and directs and coordinates the participation of departments within that program; creates or modifies safety policies and updates Authority Safety Manual as needed. Works with supervisors and managers on safety issues and employee requests for assistance on a variety of safety and risk / accident prevention concerns. In partnership with HR, Oversee the Water Authority's Workers' Compensation program. Be liaison between District and JPIA for Workers' Compensation. Designs and coordinates newsletters, safety communications and periodic special events, activities and awareness campaigns. Administers, coordinates and conducts safety and health meetings. Assist management in identifying and implementing the most effective communication methods between management and employee work groups to ensure safety information is effectively and consistently communicated to all employees. Prepares and implements budget for safety related equipment issues. Advises on the development of specifications for the purchase of safety and safety-related equipment. Serves as liaison with government regulators conducting audits of Authority facilities. Maintains MSDS / SDS records. Chair Safety Committee, responsibilities include : report preparation, meeting agendas, annotate minutes, and promulgate to employees. Performs other duties as required and assigned.

Knowledge of :

State, federal, and local regulations pertaining to workplace safety; Techniques of developing and conducting training program; Principles and practices of conducting work place investigations; Safety policy development and implementation; Computer systems and software applications; Safety precautions, procedures, and practices; Hazardous Communication standard, procedures and practices; Leadership and motivational techniques

Ability to :

Apply practices and procedures related to project budget development, fiscal controls and planning. Work independently and cooperatively with others, be self-motivated in evaluating and making recommendations on improvements to existing programs. Exercise competent independent judgment. Understand and interpret complex State, Federal, and local regulations pertaining to workplace safety. Ensure the Water Authority meets State, Federal, and local requirements pertaining to workplace safety and workers' compensation. Effectively prepare and deliver oral and written reports. Develop and implement work place safety training policies and programs. Train, supervise, direct and motivate staff. Organize data and maintain records. Utilize Microsoft Office Suite and other applicable software applications. Understand and carry out oral and written directions. Regularly and consistently meet attendance / punctuality requirements. Establish and maintain cooperative working relationships with co-workers, outside agencies, and the public. Ability to analyze, evaluate, organize and draw conclusions from statistical data. Assess and evaluate most workplace situations and hazards, and recommend appropriate corrective measures or strategies. Investigate and analyze accidents and safety hazards, determine proper course of action and effectively communicate and implement recommendations. Introduce and effectively carry out campaigns for the prevention and reduction of accidents. Follow safety policies and practices in the workplace.

Retirement Benefits :

401(a) Defined Contribution Plan : A 401(a) Defined Contribution Plan is funded by the Authority contributing equal to 8% of your gross base annual salary. 457 Deferred Compensation Plan : The 457 Deferred Compensation Plan is up to a 5% match of your contributions by the Authority based on gross base annual salary The total potential combined contributions for the 401(a) and the 457 plans by the Authority may amount to a maximum of 13% of your gross base annual salary. All contributions under both plans vest immediately to you. Upon retirement, a Retirement Health Savings (RHS) Plan is available to those who meet the participation requirements.

NOTE : You should be aware that the Authority does not participate in Social Security. This may affect Social Security benefits you have already earned upon retirement.

Health Benefits :

Three medical benefit plans offered through ACWA-JPIA (an Anthem Blue Cross PPO, Anthem Blue Cross HMO, and Kaiser HMO). The Authority contributes 100% of the premium for the employee and 75% for the employee's eligible family members.

Dental & Vision Benefits :

The Authority contributes 100% of the premium for the employee and the employee's eligible family members.

Holidays :

Employees receive eleven (11) paid holidays, including one (1) floating holiday.

Vacation & Medical Leave :

Vacation leave is accrued at the rate of 80 hours per year up through year 4. At five years of service, leave increases to 120 hours per year. At 10 years of service, vacation leave is accrued at the rate of 140 hours and at 15 years of service, vacation leave increases to a maximum of 160 hours per year. Medical leave accrues at the rate of 8 hours per month.
