Overview

To supervise, lead, assign, and review the work of subordinate building inspectors performing rule specific inspections, plan review, project management, or case management activities for conformance with building plans, specifications, codes, ordinances and standards; perform other related duties and responsibilities as required.

SUPERVISION RECEIVED / EXERCISED

A higher-level administrator or management personnel will provide general administrative or technical supervision. This position provides general supervision of personnel in all disciplines. Depending on assignment and certifications, duties and responsibilities may include, but are not limited to :

  • Provide supervision to Building Inspectors 1, 2, 3, and 4, and lower level staff.
  • Assign work, review completed work, and provide training to inspectors and technicians.
  • Perform inspections of residential and commercial construction (new, remodels, repairs and replacements) within one or more disciplines for conformance with applicable codes and ordinances.
  • Perform inspections on building, plumbing, mechanical, electrical and roofing installations on one and two family residences for conformance with applicable codes and ordinances.
  • Perform inspections on building, plumbing, mechanical, electrical, installations on specific types of building permits for multi-family and commercial buildings qualifying for inspection by Light Commercial Inspectors.
  • Assist in the development and administration of contracts for the construction, or plan review of facilities.
  • Conduct rule specific inspections on construction of facilities to ensure compliance with plans and specifications provided in construction contracts.
  • Meet and communicate with architects, engineers and contractors on the development and administration of contracts.
  • Coordinate activities of a number of departments and sections in resolving issues on private construction projects.
  • Facilitate plan review, permitting, and inspections on large and complex private construction projects.
  • Initiate and manage cases on buildings with identified code deficiencies, generate notices, prepare case notes, and provide testimony to the various boards, hearing officers and in court proceedings.
  • Manage contracts to demolish or repair structures with identified deficiencies.
  • Coordinate with neighborhood organizations and the City Attorney's Office in managing cases.
  • Enter information into the Automated Permit System on housing permits and case management information into the CityCode System.
  • Review the more complex submitted building plans and supporting material relevant to the incumbent's discipline to ensure compliance with various codes, ordinances and policies.
  • Prepare correction notices defining plan deficiencies.
  • Accept and review applications for building permits, calculates the more complex fees and issues permits to ensure compliance with various codes, ordinances, and policies prior to issuing a building permit.
  • Inspect the most complex installations to support fast track construction, and assist with other inspections, including combination inspections.
  • Work to resolve applicant problems in relation to design and code issues.
  • Confer with, and assist architects, engineers, contractors, builders, homeowners, tenants and the general public in the field and office; explains and interprets requirements and restrictions, keeps records and prepare reports as necessary.
  • Perform basic plan review, routing and project management activities, issue permits, and fee calculations.
  • Identify illegal construction activity and issue violation notices.
  • Other related duties may also be performed; not all duties listed are necessarily performed by each individual holding this classification.

  • Ability to :

  • Provide effective supervision, training, and evaluation of subordinate staff.
  • Conduct the more complex inspections.
  • Manage projects for building inspectors.
  • Communicate clearly and concisely, both orally and in writing.
  • Understand and work with diagrams, specifications, plans, and similar documents at a level necessary for efficient job performance.
  • Establish and maintain effective working relationships with employees, engineers, architects, contractors, tenants, owners, and the general public.
  • Operate a motor vehicle.
  • Use computer and various software to collect, analyze, and summarize data; and, maintain and prepare reports.
  • Anticipate issues and seek resolutions through various resources.
  • Access inspection areas within construction sites.
  • Education and Experience

    Education

    Completion of the 12th grade or GED certificate.

    Experience

    Two years of experience performing duties as a Building Inspector with the City of Sacramento in which one year of work included lead or supervision of technical employees. OR Education : Completion of 21 units of college level courses in building inspection, construction, electrical, plumbing, carpentry or mechanical architecture, design, plan permitting, code enforcement or other related areas. -AND- Three years of experience performing duties comparable to a Building Inspector with the City of Sacramento in another municipality or county government agency in which one year of work included lead or supervision of technical employees.

    Proof of Education

    Should education be used to qualify for this position, then proof of education such as, but not limited to, university / college transcripts and degrees should be submitted with your application and will be required at the time of appointment. Unofficial documents and / or copies are acceptable. An applicant with a college degree obtained outside the United States must have education records evaluated by a credentials evaluation service. Evaluation of education records will be due at time of appointment.

    Special Qualifications

    Driver License : Possession of a valid California Class C Driver License at the time of appointment. Individuals who do not meet this requirement due to a physical disability will be considered for accommodation on a case by case basis.

    Work Disciplines : Incumbents must possess certification from an approved certifying organization in their specific work disciplines within one year of appointment. Maintenance of these certifications is a condition for continued employment in this classification. In addition, incumbents must have the following knowledge, abilities, experience and / or certification in three (3) disciplines as applicable. Once appointed, incumbents may qualify and perform work in additional disciplines.

    BUILDING SPECIALTY INSPECTION Knowledge of :

  • Methods, practices, codes, ordinances, policies, and materials used in construction work as it relates to the Building Inspection Discipline, and applies to both residential and commercial construction.
  • PLUMBING / MECHANICAL SPECIALTY INSPECTION Knowledge of :

  • Methods, practices, codes, ordinances, policies, and materials used in construction work as they relate to the Plumbing / Mechanical inspection discipline and to both residential and commercial construction.
  • ELECTRICAL SPECIALTY INSPECTION Knowledge of :

  • Methods, practices, codes, ordinances, policies, and materials used in construction work as it relates to the Electrical Inspection Discipline, and applies to both residential and commercial construction.
  • ROOFING COMBINATION INSPECTION Knowledge of :

  • Methods, practices, and materials used in roofing as applied to both residential and commercial construction.
  • RESIDENTIAL COMBINATION INSPECTION Knowledge of :

  • Methods, practices, codes, ordinances, policies, and materials used in construction work applied to one, two, and three family residential construction.
  • MULTI-FAMILY RESIDENTIAL AND LIGHT COMMERCIAL COMBINATION INSPECTION Knowledge of :

  • Methods, practices, codes, ordinances, policies, and materials used in construction work applied to multi-family and commercial buildings qualifying for inspection by Light Commercial Inspectors.
  • RESIDENTIAL COMBINATION & STRUCTURAL PLAN REVIEW Knowledge of :

  • Standard construction drawings, plans, specifications, methods and materials applied to one, two, and three family residential structures.
  • Codes, ordinances, and policies that apply to Plumbing / Mechanical, electrical, and structural.
  • Automated systems for tracking permits, calculating fees, and recording corrections, issuing permits, accepting plans, and performing technical plan review tasks.
  • NON-STRUCTURAL BUILDING PLAN REVIEW Knowledge of :

  • Standard commercial drawings, plans, specifications, methods and materials as applied to multi-family and commercial structures.
  • PLUMBING / MECHANICAL PLAN REVIEW Knowledge of :

  • Standard commercial drawings, plans, specifications, methods and materials as applied to multi-family and commercial structures.

  • ENFORCEMENT CASE MANAGEMENT Knowledge of :

  • Search, seizure and other citation practices authorized under state and federal law.
  • Contract management principles as applied to demolition and repair contractors.
  • Provisions of the City and state codes relating to Housing and Dangerous Building activities.
  • Working Conditions

  • Serve on-call, work after hours, weekends, holidays, during emergency situations, and as required.
  • Work in all weather conditions including wet, hot, cold and windy.
  • Work on uneven surfaces, trenches, slopes, roof structures, framing and other conditions found in a construction environment.
  • Physical Requirements

  • Ability to lift, carry, push, tools, equipment, supplies and plans weighing up to 50 pounds.
  • Work in confined spaces requiring reaching, twisting, turning, climbing ladders, kneeling, bending, stooping, squatting, crouching and working around power and noise producing equipment.
  • Probationary Period

    Employees must complete twelve (12) months of probation at a satisfactory performance level prior to gaining permanent status.
