ABOUT US :
The mission of the Workforce Strategies and Rural Health Department of the Tennessee Hospital Association (THA) is to support and improve access to high quality healthcare services with a special focus on rural and underserved communities and hospital workforce challenges. The department manages two grants that focus on rural hospital operations improvement and the recruitment and retention of the healthcare workforce in high-need locations across the state.
One division of the department manages the day-to-day operations of the Tennessee Center for Health Workforce Development (TCWD), a wholly owned subsidiary of THA, which seeks to improve the health of Tennesseans by guiding healthcare workforce development. TCWD’s programs include recruiting and placing primary care physicians, providing financial incentives to medical residents in exchange for a commitment to serve in an underserved area, providing funds to hospitals and health centers to attract qualified caregivers, matching medical residents with rural rotations, and educating Tennessee students about healthcare professions.
The second division of the department, Hospital and Health System Support, provides education and technical assistance to Tennessee’s Small and Rural hospitals through THA’s Small and Rural Hospital Constituency Executive Committee and the Medicare Rural Hospital Flexibility Grant Program (Flex) in partnership with the State Office of Rural Health within the Tennessee Department of Health. The Flex grant provides financial, operational, and quality support to critical access hospitals. In addition to the support of small and rural hospitals, this division focuses on workforce challenges specifically taking place at hospitals. Focus areas within this workforce portfolio include pipeline and pathway development between employers and secondary and post-secondary education institutions and nursing and allied health recruitment and retention practices.
JOB SUMMARY :
The Program Manager (PM) is responsible for a wide range of duties in support of advancing TCWD’s mission to lead healthcare workforce development in Tennessee. The PM oversees the Residency and Practice Site Incentive Programs, launches new initiatives and services as needed, and contributes to TCWD’s nursing and pipeline initiatives. In addition, the PM identifies and maintains strategic partnerships in support of TCWD goals and increases statewide community engagement.
ESSENTIAL FUNCTIONS OF THE JOB
1. The ability to adapt to a changing work environment and meet challenges presented throughout the day.
2. Assists in managing TCWD’s incentive programs, including fostering name recognition and interest in TCWD incentives with primary care residency programs, advanced practice nursing programs, psychiatry residency programs, Healthy Smiles incentive program, partner organizations, and clinical practice sites.
a. Engages and educates interested parties about TCWD incentives
b. Connects one-on-one with candidates interested in the incentive programs and assists through the application process including the preparation and tracking of application materials
c. Prepares and sends recipient stipend agreements, manages and maintains fully executed agreements in TCWD share drive
d. Manages TCWD database tracking contacting information for resident awards and stipends and payments for incentive programs
e. Maintains TennCare quarterly reports from the stipend awardees in the Department’s project management software system
f. Matches candidates to jobs when needed, stays connected with both candidates and employers throughout the incentive life cycle
g. Engages with the TCWD Board of Directors and coordinates and manages the TCWD Incentive Committee meetings and provides staff review of incentive applications and award process for selected residents.
h. Provides presentations on incentive programs at conferences, intern orientations, medical school interest groups, etc.
3. Plans, estimates, executes, monitors and delivers strategic projects across TCWD division.
a. Works closely with TCWD staff in each assigned project area to estimate time, costs and resources required to successfully implement new and existing projects
b. Creates and manages deliverables including schedules, budgets, communication plans and outcomes reports as directed by the Senior Director within department application management software
c. Collaborates with TCWD staff as needed to meet project deadlines and goals
d. Periodically updates TCWD Policies and Procedures around the development of job functions
e. Manages multiple projects simultaneously
4. Identifies opportunities to form strategic partnerships in support of TCWD’s mission and cultivates such relationships.
a. Researches and identifies organizations with similar missions to be strategic partners with TCWD in order to advance and develop new initiatives
b. Develops and maintains relationships with in-state academic programs and clinical practice sites
c. Develops and maintains strong relationships with state and national organizations and government officials
d. Facilitates meetings with partners
e. Public speaking at partner events
5. Is cross trained in all TCWD initiatives and assists with initiatives and events across the company including :
a. Introduces middle and high school students to healthcare careers and educational training opportunities in Tennessee
b. Educates medical students and residents about TCWD incentives and service commitment
c. Maintains current knowledge about graduate medical education (GME) in the state and assists the TCWD staff in relationship building with the five Tennessee medical schools and other partners
d. Troubleshoots and assists staff with use of application management software
6. Must be available for out-of-town travel (including overnight) approximately 25 percent of the time, be able to drive an automobile and maintain a valid driver’s license. Travel may include :
a. Visiting Tennessee medical schools, residency programs and high schools
b. Attending local and national professional development conferences to develop knowledge of rural health issues and best practices in clinician recruitment and retention
c. Exhibiting at industry conferences to increase TCWD visibility with partners, leaders and the medical profession
7. Makes recommendations for additional resources needed to successfully develop TCWD programs and initiatives.
8. Must be available in the office during regular office hours unless job responsibilities require otherwise, or a hybrid work arrangement is in place.
MARGINAL JOB FUNCTIONS :
1. Contributes to the sustainability of TCWD by :
a. Staying abreast of issues and resources that affect workforce development on the federal and state levels
b. Participating in committees, webinars and conference calls that pertain to workforce issues
c. Attending state and national meetings relevant to healthcare workforce and / or the referral and placement of healthcare clinicians with underserved populations
d. Assisting with researching, writing and editing of approved grant applications
e. Collaborating with TCWD Staff and THA Marketing Department to create / distribute digital and print marketing for TCWD programs and events

Educational and Experience Requirements Needed to Perform the Duties of the Job :
1. Bachelor’s degree required
2. Minimum of three years of healthcare experience
3. Minimum of three years of program or project management experience
4. GME background strongly preferred but not required
