GENERAL DUTIES AND RESPONSIBILITIES
Assist the District Manager in developing, revising, and implementing training programs and projects. Provide Pre-ETS Instruction, coaching services and job development programs that increase and enhance work opportunities, skills development and provide employment services to build employment-related knowledge, skills and attitudes so that people with barriers to employment can obtain, maintain and advance in gainful employment.
Provide the District Manager with assistance in the day-to-day management of the training center.
ESSENTIAL DUTIES AND RESPONSIBILITIES :
1. Provide employment services in accordance with Zanesville Welfare Organization and Goodwill Industries Inc. Workforce Development and Training policies, procedures, and practices, ensuring completion of all services on time while meeting established goals as described in the Individual Employment Plan, Individual Service Plan, Individual Supports Plan, and in accordance with referral source requirements.
2. Assist the District Manager in proof reading and approving monthly invoices for submission within 5 days of service completion.
3. Maintain positive and professional relationships with counselors and area employers.
4. Develop and maintain employer relationships for projects such as Summer Youth and other employment related services. Increase number the number of job sites and job placements in the community for trainees with barriers to employment.
5. Provide performance-based training programs based on measurable learning objectives, from the trainees Individual Employment Plan (IEP) and Individual Service Plan (ISP), using methods and techniques that are most effective in helping those who have barriers to employment.
6. In the absence of the District Manager, supervise all staff members and manage the trainee caseload.
7. Utilize skills, interest and other assessment tools to match the trainees’ skills and interests with employment opportunities.
8. Utilize job trials, mock interviews, job shadowing, job assessments and other methods to determine the success of the trainee on the job.
9. As appropriate, work with employers to develop a placement plan that ensures the trainee will be successful on the job.
10. Place trainees served into jobs with employers throughout our service areas, assure trainees placed, achieve the following : 90 days of employment, earn at least minimum wage, receive benefits and are able to perform the job at levels that meet the employer’s standards.
11. Provide on-the-job support services such as demonstrating the skills, knowledge, and attitudes needed on the job, which can lead to trainee successes.
12. Provide retention services, by following up with the trainee and assisting them with finding natural supports and recommending any ongoing services needed.
13. Provide onsite work training programming designed to maximize program interaction and utilization.
14. Assist District Manager in training the staff in all aspects of their Job Duties.
15. Develop and maintain a training schedule to ensure that trainees and Workforce Development staff meet all of the requirements from the funding referring agency. Maintain accessible and accurate training records for all training participants.
17. Report regularly to your supervisor on trainees’ progress, using observation notes and case files.
18. Complete and submit accurately, within 5 business days of service completion dates, all required reporting forms, including hours worked.
19. Ensure trainee satisfaction and stakeholder satisfaction surveys are completed and in the good to excellent range.
21. Participate in trainee staffing with referral counselor or other professionals.
22. All Zanesville Welfare Organization and Goodwill Industries Inc. employees must know and comply with the policies and procedures, ethics, and work toward the fulfillment of our Corporate Vision. All employees must comply with all federal, state, and local laws and regulations.
23. Perform Job Coaching services as instructed by supervisor when the need arises.
24. Must maintain CESP certification / training requirements.

QUALIFICATIONS :
To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. Must have and maintain a valid Ohio and / or West Virginia driver’s license to perform duties and responsibilities of position. Must remain insurable under the employer’s common insurance carrier.
EDUCATION :
Bachelor’s degree in human services, education or social services, or equivalent training.
EXPERIENCE :
Six to twelve months of effective work experience. Prior experience developing an administrative training program and working with individuals with barriers to employment in setting and achieving goals. Knowledge of employment resources in Southeastern Ohio and Northeastern West Virginia. Computer knowledge and usage required.
Communication Skills :
Ability to read and interpret documents such as technical data, safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence, develop and proof training materials, speak effectively in interpersonal situations and before groups of employees.
Other Skills and Abilities :
Work Environment :
This depends wholly on the setting in which the training is to take place. Each environment has a variety of factors that should be acknowledged, including variable noise and dust levels, varying temperatures, lighting and ground surfaces.
The employee is expected to adhere to all agency policies and to act as a role model while carrying out the policies.

Depending on training site and skill being trained the following could also be physical requirements : standing, sitting, bending, walking, stooping, kneeling, crouch or crawl, lifting, grasping and stretching, and good visual skills.
