Responsibilities
If selected at the GS-12 level, duties will be performed in a developmental capacity. Serves as a subject matter expert in workforce shaping policies, advising on RIF, VERA, VSIP, and mandatory placement programs, guidelines, and procedural approaches available (i.e. PPP, RPL, ICTAP, Grade or Pay Retention.) Provides expert guidance in Recruitment and Placement, special hiring authorities, special placement services, and staffing policies / program reviews such as Pathways and / or Interns. Serves as a program manager for suitability determinations providing expert advice and guidance to staff. Develops and maintains contact with agency security activities to include DoD, federal, state, and local court systems. Processes suitability adjudications either through the normal application process or as directed by OPM. Serves as an advisor for Priority Placement Program (PPP). Serves as a subject matter expert for the Compensation Program, providing advisory services to management and specialists.

Conditions of Employment Qualifications To qualify for a Human Resources Specialist (R&P / Compensation), your resume and supporting documentation must support : A. Specialized Experience : One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade(General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off / closing date of the announcement. Creditable specialized experience includes : -GS-12 : Ensuring compliance with standard operating procedures related to federal civilian recruitment and placement; Advising on special placement or hiring programs, regulations, and policies; Inputting and reviewing information on security or suitability. -GS-13 : Analyzing workforce shaping plans; Conducting internal reviews and providing guidance of recruitment programs such as Pathways / Interns, Direct Hiring, and Military Spouse programs; Reviewing information on suitability determinations for federal civilian positions; Providing managers and specialists with guidance and interpretation of compensation laws, regulations, and policies; Developing or Analyzing Standard Operating Procedures to ensure program compliance with federal civilian recruitment and placement requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
