Health Systems Specialist 1
This position will be a Health Systems Specialist 1 in the Bureau of Nursing Home Licensure within the Center for Long-Term Care Licensure, Planning, and Finance. Duties may include, but are not limited to :
- Review and make recommendations on applications for long-term care licensure transactions, which includes analyzing information from application schedules, surveillance reports, and CMS data sources and utilize criteria set in the statutory and regulatory standards and policies when making recommendations.
- Notify appropriate parties as necessary through the New York State Electronic Certificate of Need (NYSECON) system and Bureau mail logs regarding questions and need for additional information for applications.
- Track through the submission, review, and approval process of applications and provide status reports as requested.
- Perform analysis and compile comparative reports of issues with long-term care licensure applications and assist in the tracking of facility ownership groups and affiliations within the state, including any data collection tools.
- Investigate and report trends in CMS star ratings data and help maintain NYS long-term care databases and resolve discrepancies.
- Research long-term care topics reported in media and other data sources.
- Collaborate and coordinate with other Bureaus, Centers, Regional Offices, and DOH staff as needed.
- Assist with Bureau Projects such as revision and update of policies and procedures and attend trainings as required.
- Attend meetings and provide updates to the supervisor and other management staff as requested; and
- Other duties as assigned.
Minimum Qualifications
Permanent Transfer Candidates : Current NYS employee with one year of permanent or contingent-permanent competitive service in a qualified title G-16 or higher and eligible for transfer under Section 70.1 or 70.4 of the Civil Service Law. OR Reachable on the appropriate Civil Service eligible list for this title.Health Systems Specialist Trainee 1 : A bachelor's degree or higher.Health Systems Specialist Trainee 2 : a bachelor's degree and one year of administrative or clinical experience related to performing and / or implementing medical or programmatic surveillance, audit, compliance, quality assurance and / or regulatory activities of patient / resident care or a health care delivery system for a health care facility or health related organization. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.Health Systems Specialist 1 : A bachelor's degree and two years of administrative or clinical experience related to performing and / or implementing medical or programmatic surveillance, audit, compliance, quality assurance and / or regulatory activities of patient / resident care or a health care delivery system for a health care facility or health related organization. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.Preferred Qualifications : Strong organizational skills and attention to detail; knowledge of Microsoft Office products; strong writing and verbal skills; experience or knowledge of long-term care services, Certificate of Need (CON), or the licensing and certification of Department of Health-regulated facilities.
