Position Summary

The Division of Civil, Mechanical and Manufacturing Innovation (CMMI) announces a nationwide search for an Engineering/Science Analyst.

Position Description

Engineering/Science Analysts in the Directorate for Engineering support the National Science Foundation’s mission to promote the progress of science. Engineering/Science Analysts employ data science, data analytics, visualization, and an array of multimedia communication tools to justify and support recommendations and decisions in support of this aim.

The Engineering/Science Analyst will provide analytic support for activities and programs within the CMMI Division. The position will encompass a wide spectrum of duties in support of the Division's mission, including the analysis of scientific and technical issues to provide recommendations influencing policy and process administration. The Engineering/Science Analyst works with a team of Analysts and other colleagues to provide in-depth scientific and technical analysis, documentation and visualization of the Division research portfolio, and data and analyses to inform funding recommendations and science policymaking decisions. The employee will also coordinate and support outreach activities for the Division. These activities will involve daily interactions with staff throughout the Division, Directorate, other Directorates, other Federal Government research organizations and coordinating groups, as well as the research and small business communities.

Typical duties of the Engineering/Science Analyst can include compiling and evaluating data in support of research portfolio analysis; conducting the necessary research to develop one-of-a-kind reports, studies, and analyses on scientific/engineering topics supported by the Division; assisting in the creation of presentations, including talking points, speeches, or presentation slides; supporting and participating in outreach activities for the Division; assisting in the merit review and award oversight processes as appropriate; and working with program officers to develop logic models for program assessment and evaluation.

The position recruited under this announcement will be filled under the following appointment option(s):

Temporary Excepted Service Appointment: Appointment to this position will be made under the Excepted Authority of the NSF Act. Candidates who do not have civil service status or reinstatement eligibility will not obtain civil service status if selected. Candidates currently in the competitive service will be required to waive competitive civil service rights if selected. Usual civil service benefits (retirement, health benefits and life insurance) are applicable for appointments of more than one year. Temporary appointments may not exceed three years.

Visiting Scientist, Engineer, and Educator (VSEE) Program: Appointment to this position will be made under the Excepted Authority of the NSF Act. Visiting Scientists are on non-paid leave status from their home institution and placed on the NSF payroll. NSF withholds Social Security taxes and pays the home institution's contributions to maintain retirement and fringe benefits (i.e., health benefits and life insurance), either directly to the home institution or to the carrier. Appointments are usually made for a one-year period and may be extended for an additional year by mutual agreement.

Applications will be accepted from U.S. Citizens. Recent changes in Federal Appropriations Law require Non-Citizens to meet certain eligibility criteria to be considered. Therefore, Non-Citizens must certify eligibility by signing and attaching this to their application. Non-Citizens who do not provide the affidavit at the time of application will not be considered eligible. Non-Citizens are not eligible for positions requiring a security clearance.

To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order on Requiring Coronavirus Disease Vaccination for Federal Employees. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.

Candidates must have a Ph.D. in an Engineering field covered by CMMI’s programs, and practical experience in an area related to the CMMI research community; OR a Master's Degree an Engineering field covered by CMMI’s programs plus, after award of the Master's Degree, two or more years of research, research administration, or equivalent experience.

Excellent written and oral communication skills for interaction with senior engineers, scientists, and researchers are required, as is the ability to gather, evaluate, analyze and synthesize engineering and scientific data for effective presentation of results. Proficiency with commercial statistical and data management software packages for database management, data compilation and processing is desired. Expertise with coding and statistical analysis is preferred.
