Job description

Under the supervision of the Assistant Deputy Director in Vocational Rehabilitation Employment Division (VRED), the Associate Governmental Program Analyst (Executive Analyst) provides administrative and analytical support to the division's leaders, including the Assistant Deputy Directors and the Deputy Director. This role handles contract duties and high-level research, requiring strong initiative, good judgment, and excellent communication skills. The Analyst manages complex projects, solves problems that can affect statewide priorities, and gives recommendations to leadership. They must be flexible with changing priorities and skilled in Microsoft tools like Teams and Zoom to keep work running smoothly. They also handle contracts and agreements, ensuring they follow the rules and support division goals. Professionalism and tact are key when working with federal, state, and community partners. When the Assistant Deputy Directors are unavailable, the Analyst steps in to make sure urgent issues are taken care of or directed to the right person.

Telework :

Under Government Code 14200, this position is a hybrid, in-office / telework position, and may be subject to change. Incumbent must live and work in California. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and / or cancelled at any time.

    Special Requirements

    A Resume and Statement of Qualifications are required and must be included. Both the Resume and Statement of Qualifications should be no more than 3 pages each in length and font size should be no smaller than 12 pt. ARIAL.

    Statement of Qualifications :

    Instructions : In addition to a correctly completed and submitted State Application (STD 678) and a resume, a Statement of Qualifications (SOQ) is required in order to be considered for an interview. The SOQ should address each of the six questions below and how the candidate's experience meets each of the following desirable qualifications. Each response must be numbered and should provide examples of how the candidate meets the qualification. The SOQ must be no more than three (3) pages, single spaced typed in Arial 12-point font, with 1-inch margins. Successful candidates will incorporate and demonstrate a commitment to the mission of the Department of Rehabilitation in their Statement of Qualifications.

    Question 1 : Contract Management and Negotiation Describe your experience in contract management, including creating, negotiating, or overseeing contracts or agreements. Provide a specific example of a challenging contract situation you handled and how you resolved it.

    Question 2 : Executive Administrative Support Describe your experience providing high-level administrative support to executives or senior leadership. Include examples of how you managed competing priorities, coordinated complex schedules, and supported decision-making processes.

    Question 3 : Written Communication Provide an example of a time when you had to write a sensitive or complex document (such as a formal report, policy memo, or correspondence). Describe the situation, your approach, and the outcome.

    Question 4 : Project Management Describe a complex project you led from start to finish. Include details about the scope, challenges you encountered, how you managed resources and timelines, and the final results.

    Question 5 : Technology Proficiency Describe your experience using Microsoft Office Suite and collaboration tools (such as Teams, Zoom, or similar platforms) to support operations and coordinate with team members. Provide specific examples of how you've used these tools effectively.

    Question 6 : Government / Public Sector Experience Describe your experience working in government or public sector environments. Include examples of how you've navigated policies and procedures, worked with multiple stakeholders, or served as a liaison between different organizations or agencies.
