Job description

What will you do?

  • Works within the Division of Medicaid Development & Administration to plan, evaluate, research, analyze, and direct the Medicaid long-term services & supports administered by the Ohio Department of Developmental Disabilities (DODD) for intermediate care facilities (ICF) for individuals with intellectual disabilities, including program access, analysis, application, surveillance, and policy development.
  • Coordinates the development of policies, procedures, and rules.
  • Coordinates program planning.
  • Assists higher-level administrators in developing and coordinating programs related to Medicaid long-term services & supports.
  • Conducts needs assessments.
  • Leads data analysis related to access, rates, and service utilization of Medicaid programs administered by DODD; prepares and reviews reports.
  • Reviews grant requests and budget proposals.
  • Responds to inquiries from the public, providers, and government officials.
  • Advises management on data trends concerning access, costs, and utilization of ICFs.
  • Handles correspondence.
  • Reviews and clears cost reports for rate setting annually.
  • Oversees bed hold approval and audit processes.
  • Tracks and updates franchise permit fee invoices.
  • Monitors ICF licensure, development, and related fees and access.
  • Leads new program and information technology initiatives as assigned.
  • Represents the department and / or the Division at meetings, conferences, seminars, and stakeholder committees concerning Medicaid-funded long-term services & supports.
  • Acts as a liaison with community groups, stakeholders, and other state agencies.
  • Testifies at legislative or public hearings.
  • Develops and delivers presentations for county boards of developmental disabilities, providers, and advocates.
  • Attends staff meetings and training sessions.
  • Collaborates with relevant state and local agencies and department staff.
  • Performs other duties as assigned.

Completion of a graduate core program in business, management, public administration, public health, health administration, social or behavioral sciences, or public finance AND 12 months' experience in health services program delivery or project management (e.g., data analysis, contract management, market and financial expertise, communication, budget development, rate setting, eligibility, database analysis).

OR

12 months experience as a Medicaid Health Systems Specialist, 65293, may substitute for the experience, but not for required licensure.

Note : Education and experience should align with the position's approved description. If the role involves clinical assessments or payment policy decisions related to Medicaid health services, the incumbent must hold a current and valid registered nurse license issued by the Ohio Board of Nursing, pursuant to Ohio Revised Code Sections 4723.03-4723.09.

Equivalent qualifications may substitute for experience but not for licensure.
