State of Idaho Opportunity
The Idaho Public Utilities Commission is seeking a full-time Utilities Analyst 2 in Boise on the State of Idaho Chinden Campus, located at 11331 W. Chinden Blvd, Building 8.
The Commission regulates investor-owned or privately-owned utilities that provide gas, water, electricity, or some telephone services for profit, oversees the safe operation of railroads, and enforces state and federal regulations safeguarding the transportation of hazardous materials by rail.

Summary
The selected candidate will join the Utilities Division's Telecommunications section. The Telecommunications section oversees tariff and price list filings, area code oversight, the Universal Service Fund, Lifeline and Telephone Relay Service fund. They also review and process various telecommunication applications submitted to the commission. The ideal candidate will have excellent analytical thinking, written, and communication skills.
Example Of Duties
Formal case assignments. Typical responsibilities :
Processing technical customer inquiries on telecommunication issues in formal and informal settings.Manage third-party provider contracts for the Universal Service Fund, Telecommunications Lifeline Fund, and the Idaho Telecommunication Service Assistance Program, including annual reports and RFP issuance assistance.Liaison between Dept. of Health & Welfare (DHW), telephone companies, and ITSAP / Lifeline recipients.Reply to inquiries from telecom companies doing business in Idaho or seeking to do business in the state.Process applications and prepare staff comments for Eligible Telecommunications Company designation.Submit annual recertification letters on high-cost funds used by ETCs.Review applications for Broadband Tax Credit; serve as point of contact for Tax Commission.Process cases filed with the Commission including rate cases, CPCN, ETC, and interconnection agreements; review and prepare decision memos for interconnection agreements.Complete other duties and projects as assigned.Program Implementation, Policy Review, And Complaint Resolution. Typical Responsibilities :
Analyze tariff changes for revenue effects and customer impact.Research, analyze, and compile statistical data for economic models and elasticity estimates.Periodic audits of regulated telecommunication companies.Research regulatory decisions and trends concerning issues in pending cases.Design and recommend procedures for compliance with Idaho telecommunications law.Evaluate service quality to determine adequacy of regulatory procedures.Recommend and implement remedial procedures to bring companies into conformance with statutes.Identify issues requiring changes in legislation.Other duties and projects as assigned.Minimum Qualifications
Good Knowledge of :
Utility industry services, operating characteristics, or engineering practicesUtility rate structures and rate design practicesExperience :
Interpreting and applying laws and regulations relative to utility regulationUsing computer models to perform mathematical analysesPreparing detailed written reports of study findings and recommendationsMaking oral presentations before groupsDesirable Qualifications
Experience or knowledge with telecommunications regulation, policy or programsEEO / ADA / Veteran
