Program And Operations Supervisor
The City of Richmond Department of Public Utilities is seeking qualified candidates to fill the Program And Operations Supervisor position within Richmond Gas Works. This class will oversee and coordinate the work of multiple Gas Construction Inspectors who are responsible for inspection and project management of the Richmond Gas Works Gas Renewal Program and New Business Program. The incumbent is responsible for ensuring multiple capital improvement projects are completed in accordance with all federal, state, and local regulations on time and on budget while prioritizing safety and efficiency. The incumbent provides first-level supervision to technical staff and is responsible for conducting performance evaluations, coordinating training, and all functions expressly defined in Section 2(2) of the National Labor Relations Act. Incumbents are responsible for ensuring that all City of Richmond and Richmond Gas Works regulations are strictly adhered to. Additionally, this class serves as a subject matter expert for subordinate staff and should have the ability to perform all the duties of the subordinate Gas Construction Inspectors.

This position is considered an Essential Personnel, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions or inclement weather.
This individual may be required to work nights, weekends, holidays, or on-call, as needed.

The essential duties of this classification may require the ability to regularly talk, hear, see, and perform repetitive motions; and occasionally climb, stoop, crouch, reach, stand, walk, push, pull, lift, finger, grasp, and feel. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
