Overview

The California Community Choice Association (CalCCA) is a non-profit trade association representing Community Choice Aggregators (CCAs). CalCCA's mission is to create a legislative and regulatory environment that supports the development and long-term sustainability of locally run CCA electricity providers in California. We serve our members and strengthen our collective voice through education, technical guidance, and regulatory and legislative advocacy.

History

CalCCA was launched in 2016 by the first six CCAs in California : CleanPowerSF, Lancaster Choice Energy, MCE, Peninsula Clean Energy, Silicon Valley Clean Energy, and Sonoma Clean Power. Today, our membership includes 24 CCAs operating in California as well as several emerging CCA communities. Our members are successfully and reliably serving upwards of 14 million customers in more than 200 towns, cities, and counties in California – and those numbers are set to grow as more communities move ahead with CCA programs.

The Position

The Regulatory Attorney works under the general direction of the Director of Regulatory Affairs / Deputy General Counsel and may receive direction from the Chief Policy Officer / General Counsel or Chief Executive Officer. The Regulatory Attorney works in direct support of CalCCA's Regulatory Affairs Team, providing leadership and / or support in regulatory proceedings before the California Public Utilities Commission, the California Energy Commission, and the Federal Energy Regulatory Commission and in the policy initiatives of the California Independent System Operator. The Regulatory Attorney may be asked to coordinate with the Legislative Affairs, Market Design, and Data Analytics teams and support the General Counsel in corporate governance or other matters.

Duties and Responsibilities

Regulatory and Legal proceeding engagement

  • Manage CalCCA's engagement on behalf of its CCA members in regulatory and legal proceedings
  • Prepare high quality filings for regulatory and legal proceedings
  • Lead CCA committee meetings to establish proceeding strategies
  • Develop relationships with CCA regulatory and legal staff to coordinate strategy
  • Work with CalCCA external counsel and contractors
  • Update CalCCA management and the CalCCA Board on proceedings
  • Develop and maintain relationships with regulatory agency staff and other parties

Internal coordination

  • Regularly work with and report to the Director of Regulatory Affairs / Deputy General Counsel and the Regulatory Team on proceeding engagement
  • Support the General Counsel on various legal matters
  • Seek input from the Directors of Data Analytics and Market Design to gain information necessary to support regulatory positions
  • Coordinate with Senior Counsel & Manager of Strategic Policy Initiatives in developing policy positions and legislative positions
  • Minimum Qualifications

  • Juris Doctor degree from an ABA approved law school and licensed to practice law in California
  • At least 2 years' experience in energy law, which must include practice at the California Public Utilities Commission and / or the California Energy Commission
  • Knowledge of CCAs and related policy issues
  • Required Skills

  • Experience with the California Independent System Operator
  • Compensation and Benefits

    Compensation range for this position is $155,000 to $195,000 and will be commensurate based on experience. A monthly benefits stipend is provided to be applied to the CalCCA health, dental, and vision package. Additional benefits include an employer 401k contribution, monthly cell phone reimbursement, long-term disability and life insurance coverage, wellness and professional development reimbursements, and a generous paid time off package.

    The successful candidate must reside in California and will work remotely from a home office with hoteling available in Sacramento; however, the position requires availability to travel regularly for work assignments throughout California.

    Location and Travel

    Remote work from California with travel throughout California as needed.
