Manager, Accounting I / II / Senior and Hospital

Overview

Under general direction, the Manager, Accounting plans, organizes and directs the fiscal operations and activities in an assigned agency, department and / or hospital; manages and participates in the development of fiscal goals, objectives, policies and procedures; analyzes the agency or department's overall fiscal data requirements for its various divisions and directs the development and implementation of systems and procedures to meet those requirements; directly and through subordinate staff, selects, trains, and supervises supervisory, professional, technical, and clerical accounting staff; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to higher level management and executive staff.

Distinguishing Characteristics

Positions are distinguished by the department / agency financial structure, reporting relationships, size and complexity of budgets, number of funding streams, and responsibility for directing multiple financial management functions through subordinate supervisors / managers.

Manager, Accounting I – first management level in the Manager, Accounting series; supervises subordinate staff and provides input for planning, organizing, and directing fiscal operations and activities within an agency or department, including planning and establishing short and long term goals and ensuring fiscal processes align with agency, department and County strategies. Distinguished from Manager, Accounting II (the second level) whose direct reports include Manager, Accounting I(s) and / or Principal Accountant(s).

Manager, Accounting II – second management level; usually has subordinate Manager, Accounting I(s) and / or Principal Accountant(s); provides highly complex technical and policy advice to executive management; directs fiscal operations and ensures alignment with County strategies.

Senior Manager, Accounting – third management level; typically has subordinate Manager, Accounting II(s); provides highly complex technical and policy advice to executive management; directs fiscal operations and long term planning to align with department goals.

Manager, Accounting-Hospital – management level with full programmatic and functional responsibility for a medical finance area requiring healthcare-specific qualifications and certifications.

Approximate salaries are listed for each level. Educational / Bilingual incentives may apply. This department is the Health Care Agency – Ventura County Medical Center (VCMC). These positions are Management (MGMT) classifications and are not eligible for overtime. Eligible for MB3 level benefits.

NOTE : If appointed at the lower level, promotion to the higher level may occur without further examination upon meeting minimum requirements and departmental needs.

Responsibilities

• Plans, organizes and directs fiscal operations and activities; develops fiscal goals, objectives, policies and procedures.
• Directly and through subordinate staff, selects, trains, and supervises accounting staff; assigns work, establishes performance standards, conducts evaluations, and ensures high performing finance operations.
• Plans, organizes, directs, and coordinates budget preparation and monitoring to ensure conformance with revenue and expenditure plans.
• Directs production of comprehensive financial, management and statistical reports.
• Participates in development of new programs and financial plans, including capital budgeting, staffing, systems upgrades, and financing options.
• Conducts meetings to align staff with the agency’s Mission, Vision and Values.
• Analyzes fiscal data requirements and directs development of systems and procedures to meet them; develops fiscal programs to qualify for federal / state revenues.
• Studies operating issues and recommends changes to improve efficiency and effectiveness; assesses staffing needs and implements process improvements.
• Develops and implements fiscal policy objectives and long / short term strategic plans; ensures compliance with laws and regulations; liaises with state / federal agencies and other entities; represents County in audits and intergovernmental matters.
• Performs other duties as required and coordinates with Auditor-Controller or State Controller offices for financial statements, audits, and cost allocation plans.
• At the Manager, Accounting II and Senior levels, additional duties include providing high-level technical and policy advice, maximizing long-term resources, guiding fiscal strategy, and serving as a subject matter expert on financial issues.
• At the Manager, Accounting-Hospital level, duties include operational review of Hospital units for expense / revenue variances, management of third party reimbursement, and ensuring efficiency in Patient Financial Services, Billing, General Accounting, and related functions.

Qualifications

Educational / Experience Requirements – Manager, Accounting I : Bachelor’s degree with at least 18 semester units of accounting coursework (including one semester of Managerial Accounting and one upper-division business course) plus five (5) years of progressively responsible professional accounting or auditing experience, with two (2) years at a supervisory / management level; OR two (2) years as a Principal Accountant for the County of Ventura. Education / Experience substitutions may apply (MBA, CPA, CISA, PMP) for one year of experience.

Manager, Accounting II : Bachelor’s degree with 18 accounting units (including one semester of Managerial Accounting and one upper-division business course) plus five (5) years of progressive accounting or auditing experience with four (4) years supervisory / management; OR two (2) years as Manager, Accounting I. Substitutions may apply (MBA, CPA, CISA, PMP) for one year of experience.

Senior Manager, Accounting : Bachelor’s degree with 18 accounting units plus six (6) years of progressive accounting or auditing experience with four (4) years in management; OR two (2) years as Manager, Accounting II. Substitutions may apply for one year of experience.

Manager, Accounting-Hospital : Bachelor’s degree with 18 accounting units plus five (5) years of progressive accounting or auditing experience in a hospital setting including Medi-Cal and Medicare knowledge; four (4) years in a supervisory / management role; OR two (2) years as Manager, Accounting II. Substitutions may apply for one year of experience. Education / Experience substitutions require proof of degree / certification.

Necessary Special Requirements :

Additional verification requirements include transcripts and degree verifications, with instructions for submission and considerations for foreign degrees.

Desirable : Hospital accounting experience.
