Human Resources Project Manager
Under general direction, is responsible for managing and coordinating complex human resources projects in the Recruitment & Staffing Division of the Human Resource Department that require specialized knowledge and overseeing the performance of professional work of the projects. Conducts research, provides data and recommendations, and implements solutions to achieve goals and objectives. Serves as team leader on special projects assigned by department management. May exercise supervision over assigned staff. Work hours : 7 : 45 am - 4 : 30 pm, Monday - Friday; occasional evenings and weekends will be required, depending on projects and business needs. Primary work location : City Tower, 100 W. Houston, San Antonio, TX 78205. This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.
Essential job functions include managing and coordinating projects, providing specialized reports, partnering with departments to improve human resources policies, preparing and delivering presentations, suggesting and implementing management solutions, assisting in budget preparation, serving as a departmental representative, supervising and training staff, and performing related duties.
Job requirements include a bachelor's degree from an accredited college or university, five years of progressively responsible professional experience in business, finance, management, or related field with a focus on human resources or organizational resource planning, including one year of supervisory or lead experience, and a valid Class 'C' Texas Driver's License.
Preferred qualifications include a master's degree in business administration, human resources management, public administration, or related field, strong Microsoft Office Suite skills, active HR certification, extensive experience in Lean Six-Sigma Process Improvement, experience collecting and analyzing data, experience conducting quality control reviews or audits, experience providing human resources support and management in municipal or local government, experience in human resources recruitment, experience coordinating and leading multiple projects, and experience presenting information to groups of various size and composition.
