Transportation & Parking Services (TPS) is part of Housing, Dining, and Auxiliary Enterprises (HDAE). TPS is an innovative and self-sustaining department that supports the UCSB mission by providing safe and reliable parking, fleet services and transportation alternatives to our campus community. TPS manages over 9,500 parking spaces and over 400 vehicles. TPS coordinates inbound and outbound traffic planning for all major campus events.

Brief Summary of Job Duties :

Under the general direction of the Sr Executive Director of Auxiliary Services, the Director is responsible for all long and short range planning, management, and daily operations of the UCSB Transportation and Parking Services (TPS) department. Oversees campus parking and transportation services that include parking permit sales, citation administration, special events parking, monitoring and public safety support, maintenance of parking facilities and structures, transit demand management programs, and fleet services. In this capacity, establishes strategic goals and policies, manages fiscal resources, and applies the appropriate University practices in consultation with campus leadership and constituents. Manages a staff of 30 employees and 50 student employees and an operating budget of $10 million. The UCSB parking system totals 9,380 spaces of structured and surface parking spaces. Additionally, the Director serves as a member of the Auxiliary Enterprises Management Team in HDAE. The team shares responsibility for an auxiliary services operation that houses 10,000 students, faculty, staff and family residents on campus, provides support services for 9,300 students residing in communities adjacent to the campus, serves 21,000 customers daily in its retail and board dining programs, manages the University Campus Store and University Center, hosts 150,000 guests annually for conferences and meetings, manages a major events center (Events Center), and oversees the administration of transportation, parking and fleet services. Additional responsibilities in the HDAE portfolio includes the Club & Guest House. HDAE employs 600 full-time employees and 1,300 student employees, with annual operating budgets totaling $160 million. HDAE maintains a physical plant of more than 3 million square feet of buildings and 250 acres of grounds and landscaping.

Required Qualifications :

  • Bachelor's degree in related area and / or equivalent experience / training
  • 4-6 years of progressive experience in the field of transportation services, preferably in higher education or municipality
  • 4-6 years of experience in a managerial role, supervising staff and running day-to-day operations.
  • 4-6 years of strong supervisory and leadership skills with the ability to develop and communicate the organization's mission and vision
  • In-depth knowledge of parking, transportation, fleet management operations, as well as related policy and regulatory compliance requirements from governmental agencies.
  • Advanced knowledge of parking and transportation industry best practices to ensure most efficient and effective use of resources and sustainability efforts.
  • Strategic leadership and interpersonal skills to work effectively, across all organization levels, internally and externally.
  • Advanced skills in building team customer service orientation, management, sound judgment and decision-making, innovative thinking, and creative problem solving in a varied and challenging environment.
  • Advanced verbal and written communication skills.
  • Advanced knowledge of transportation demand management programs, long range planning, and environmental impact analysis.
  • Advanced ability to carry out complex business plans subject to multi-stakeholder perspectives

    Job Functions and Percentages of Time :

    ADMINISTRATION & MANAGEMENT - 65% Under general direction oversees operations of the campus parking and transportation services programs that include : - Sales of long-term and short-term parking permits. - Parking citation administration and adjudication process. - Special event parking for campus events. - Upkeep and maintenance of TPS facilities, grounds, structures, and equipment. - commuter programs such as bicycles, bus, ride-share, van-pools, carpools, and car share. - Providing fleet services to the campus. Ensures that the business operations of all units meet standards of compliance policies and sound fiscal performance. Accountable for all aspects of budgeting and financial systems, including financial analyses projects and rate setting. Evaluates and builds upon current use of information technology to support and optimize the overall TPS operation. Manages fiduciary responsibilities by ensuring the accounting systems protect assets, including property, equipment, money, and other resources and maintaining an effective internal control environment. Enhances and sustains effective customer relations programs / communications to maintain continued awareness of customer needs and deliver high quality services. Ensures fair citation issuance and adjudication administration as required by state law. Meets with University administrators / campus community / external groups concerning issues impacting transportation and parking services and facilitates problem solving resolutions. Works closely with Administrative Services and HDAE senior management and other campus leaders to facilitate the resolution of budgetary, administrative, contractual, legal and public relations problems. Provides critical support and decision-making in response to emergency and crisis situations involving the parking / transportation infrastructure. Sustains an appropriately qualified, trained, and sized staff. Ensures that staff is aware of work relationships, job duties, and expectations consistent with University policies and procedures. Ensures processes are in place for feedback to and from staff on the work environment. Develops training programs for employees that ensure the work environment is safe, respects diversity, and is conducive to productivity. Approves hiring of new employees, transfers, promotions, salary actions, terminations, and performance management within delegated authority. Maintains appropriate levels of parking and transportation alternative services for disabled faculty, staff, students, and visitors, including coordination with the Office of Disabled Students and the ADA Campus Coordinator. Maintains a preventative maintenance program for TPS facilities and vehicles. Ensures vehicle maintenance systems protect University assets.

    PLANNING & COORDINATION -30% Develops short and long range plans for operational and infrastructure needs, including parking programs and services and space utilization models. Continues development and implementation of programs, services, and facilities that serve the needs of the faculty, staff, students, and guests to campus. Ensures that these programs are also responsive to local and regional needs. Prepares and presents studies and financial feasibility proposals for new parking facilities and alternative transportation services to the campus. Coordinates with external and internal agencies on parking facility planning and development. This includes developing a parking and transportation plan for the campus in conjunction with the Long Range Development Plan (LRDP). Develops and incorporates new approaches in meeting parking demand, energy conservation, and general campus access to meet changing institutional requirements. Balances parking inventories with trends in alternative transportation and ride-sharing. Plans with the local transit agencies (MTD, VCTC, Clean Air Express, AMTRAK, SBCAG) and other related student groups (e.g., Associated Students) to improve transit service, coordinate shuttle service, and develop appropriate incentives and rates to attract riders. Participates in a variety of work groups and committees. Serves as liaison for parking and transportation related issues to the campus administration, Campus Design & Facilities, Office of Budget and Planning, Campus Police, Environmental Health and Safety, Office of the President, and other governmental agencies and community groups. Provides direct staff support to the transportation and parking advisory boards to gain support and promote the consultation process in implementation of policies and approval of rates. Provides campus administration with analysis and recommendations regarding recommendations from these committees. Plans, develops, and implements changes to the campus Emergency Preparedness Plan as related to the department's role as an integral part of the Emergency Response Team.

    OTHER DUTIES - 5% Participates in HDAE and University committees. Participates on HDAE task forces to examine specific services within the department and division. Affirms and implements the HDAE Strategic Plan providing goals and objectives that relate to the vision statements that define Housing, Dining & Auxiliary Enterprises and are consistent with the Administrative Services Division. Performs special duties and management assignments as designated by the Senior Executive Director. Reviews status of job tasks and responsibilities with the Senior Executive Director on a regular basis.
