Product Manager

New hires, re-hires, and internal hires will typically receive a starting salary between the posted minimum and the average pay of employees in their same classification. Offers will be commensurate with the candidates experience and qualifications and will thoughtfully consider internal pay equity for agency staff who perform similar duties and have similar qualifications. The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.

Position Overview
As an internal customer service organization, the Data Strategy Analytics team enables program leaders to make strategic, data-driven decisions to increase impact for students and families across Texas. The Product Manager will lead and support the creation and enhancement of digital products that enable program teams to deliver services more effectively. This includes managing product vision and execution, coordinating cross-functional workstreams, and applying project management practices to ensure timely and high-quality delivery. The role involves deep engagement with users and stakeholders and leverages human-centered design and agile product development to ensure solutions are aligned with agency goals and priorities.
This position is within the Strategy Analytics department, in the Office of Analytics, Assessment, and Reporting, and reports to the Senior Product Manager. Data, research, technology, and analytical support are crucial for statewide programs affecting college and career access, early childhood, student assessment, and instructional training and effectiveness.
This role performs advanced product and project management work under limited supervision, with considerable latitude for initiative and independent judgment. It may include oversight of contractors and coordination across internal and external teams. Flexible work location within the state of Texas may be considered for qualified candidates. Minimum Qualifications : Education : Graduation from an accredited four-year college or university Experience : At least six (6) years of experience in product, program management, technology, or a related field Substitutions : An advanced degree may substitute for two years of required experience
Other Qualifications : Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military Experience in developing and releasing digital products with proficiency in agile product management techniques, such as user story writing, MVP definition and backlog prioritization Exceptional project management skills with ability to coordinate across a cross-functional team and continually prioritize based on project goals and user needs Prior experience using Project management, data analysis software and communication tools including JIRA, Microsoft Excel, Microsoft PowerPoint, Smartsheet, SharePoint and other tools to effectively synthesize, analyze and communicate vast amounts of data and documents effectively Experience with AWS tools including S3, Glue, and Athena preferred Previous experience in Texas K-12 public education preferred Experience with Ed-Fi and / or the Texas Education Exchange preferred Strong communicator, able to navigate complex stakeholder landscapes and bridge gaps between technical and non-technical audiences
