The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) division seeks a highly qualified candidate for the position of Information Technology (IT) Business Analyst III, reporting to the Medicaid Technology Modernization Director for Operations. The MCS Operations department delivers infrastructure for both the managed care and fee-for-service delivery models within Texas Medicaid, one of the largest healthcare programs in the country, serving approximately 4 million Texans. Key department deliverables include claims resolution, acute care claims processing, provider enrollment, IDD Waiver Programs, Vendor Drug Program, and management of Medicaid Modernization. MCS is driven by its mission to deliver high quality, cost-effective services to Texans.
The business analyst performs highly complex (senior-level) business analysis work to improve the quality of IT solutions and meet business needs at HHSC and MCS. Work involves gathering, developing, and documenting user requirements; reviewing, assessing, and developing business processes; creating and validating user acceptance testing; performing post-implementation support of systems; and providing support for the systems development life cycle. This position performs a liaison function connecting MCS, stakeholders, subject matter experts, and HHSC IT to identify users' business requirements and coordinate the automation of new or improved existing systems to enhance business operations. The business analyst works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions
(30%) Gathers, analyzes, and documents user requirements, business processes, and problems to automate or improve existing systems; elicits and documents business needs for new systems. Identifies opportunities to improve business processes through automation and helps prepare proposals to develop new systems.
(20%) Analyzes and coordinates program policies and procedures to determine their effect on automated systems and system functional areas. Consults on the analysis of an application, troubleshoots system problems, and implements solutions. Provides complex quality assurance consultation to, or oversight of, projects, assignments, or special initiatives.
(20%) Serves as a liaison by providing consultation, documentation, and direction to other areas regarding analysis, design, configuration, testing, and policy implementation within all systems. Coordinates with outside vendors and contractors to complete projects and service requests; and defines, assigns, and evaluates their work. Develops the design and / or review of test cases; processes change requests; and manages a project's scope, acceptance, installation, and deployment.
(15%) Develops and / or reviews complex system documents to convey business requirements and support efficient system design. Participates in user acceptance testing and testing of new system functionality. Reviews complex project deliverables such as charters, design documentation, test plans, and risk assessment plans; and provides comments and suggestions to document owners.
(10%) Develops, documents, and revises system design procedures, test procedures, and quality standards. Monitors the maintenance and enhancement of routine computer systems to ensure proper functionality. Develops training curricula and conducts formal training sessions covering assigned systems modules.
(5%) Other duties as assigned.
Initial Screening Criteria
Graduation from an accredited four-year college or university with major coursework in any one or more of the following : public administration, public policy, business, social work, systems development and implementation, communications, or related field.

Additional Information :
The Medicaid Technology Modernization team is responsible for oversight of Medicaid Enterprise Systems (MES) in coordination with HHSC IT and implementing critical technology modernization initiatives in Texas Medicaid systems. MES are comprehensive systems that support all aspects of the Medicaid program. These systems handle tasks such as eligibility and enrollment processes, provider enrollment, claims adjudication, third party liability, fraud detection, care management, and data analytics. MES also focuses on data-driven decision-making, advanced reporting, and beneficiary eligibility.
