SUMMARY
The position will be responsible for maintaining CAP owned properties internal, exterior, grounds, equipment and devices to provide a clean and safe environment for the tenants, staff and other visitors to the properties.
The position will be responsible for the performance of light and heavy manual laboring tasks in a wide variety of construction and maintenance work such as : painting, flooring, plumbing, carpentry, electrical, appliance repair, moving of property and unit turns.
Administrative duties would include scheduling and maintaining the work order requests, estimating labor, time, mileage and costs of materials.
Communication, time management, workload prioritization and the ability to work independently are critical skills that are required in this role.
This position will report to the Housing Program Manager.
ESSENTIAL FUNCTIONS :
- Responsible for the maintenance, turns and repairs of the CAP owned properties including the Rosemount office building.
- Initiate and perform maintenance projects which may include painting, flooring, plumbing, cabinets, windows, electrical, carpentry, drywall and other craft skills in repairs to buildings, equipment and grounds.
- Assist with year-round grounds maintenance on all CAP-owned properties.
- Responsible for reporting any unusual or extraordinary circumstances regarding tenants or the property.
- Schedule and perform routine repairs and cleaning duties inside apartments when residents move out.
- Perform custodial work such as floors, windows, cleaning and trash removal.
- Purchase materials to complete work orders within budget guidelines and supervisor direction.
- Manage workorders in a timely manner and report progress to Housing Manager on an going basis. Follow preventative maintenance schedules and maintain supply inventories.
- Responsible for operating within OSHA (occupational Safety & Health Act) standards and company safety policies always.
- Assist with identifying, implementing and coordination of contractor related activities including capital improvements, initial bid estimates, installation and final review of agreement.
- Comply with all industry Fair Housing rules and agency program policies and procedures.
- Perform all move-in / move-out inspections alongside manager.
- Evening and weekend on-call work is required however not common.
- Perform other duties as assigned by supervisor.
MINIMUM QUALIFICATIONS
Education, Training and Experience Guidelines
- High School graduate / GED.
- Technical College course work in construction and / or building maintenance trades preferred.
- Minimum of six years’ experience in a contractor / construction trades environment and / or property management.
Knowledge of :
- Carpentry and building maintenance.
- Safe operation of basic hand and power tools.
- Appliance maintenance.
- Heating, ventilation and electrical systems.
- Occupational hazards, workplace safety, safe lifting and handling procedures.
- When to contact qualified service personnel.
- Federal and state safety rules and regulations, including OSHA requirements.
- Skills for repairing and maintaining buildings and structures.
- Local, State and Federal building codes, standards and regulations.
- Mathematics principles sufficient to estimate labor and material costs for planned projects.
- Microsoft and excel.
Skill in :
- Safe and efficient operation and maintenance of tools and equipment according to standard operating and safety procedures.
- Understanding and applying the full range of principles, regulations, procedures and quality standards for carpentry projects.
- Reasonable judgment and decision making.
- Following safety precautions and safe work practices and maintaining OSHA & Agency safety standards.
- Reading and understanding plans, specifications, and technical documents.
- Measurement and mathematical calculations.
- Establishing and maintaining effective working relationships with co-workers and residents.

LICENSE AND CERTIFICATION REQUIREMENTS
- A valid Minnesota State Driver’s License.
- Proof of insurance and review of Motor Vehicle Record (MVR) report is required.
- Must have own vehicle.
- Work related mileage will be reimbursed at the government rate.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
- Operate a motor vehicle in order to work at various locations and attend meetings.
- Work in a variety of conditions and locations including on ladders, rooftops, confined areas, etc.
- Requires lifting, pulling and managing heavy equipment and objects.
- Lift and carry items weighing 50 pounds.
- Work independently on tasks assigned.
- Recognizing safety hazards in the work and take precautionary methods to protect self and others.
