The Work You Will Do :

STATE STRUCTURES MAINTENANCE ENGINEER / OFFICE OF MAINTENANCE

This job will lead and manage a team responsible for maintaining and overseeing bridges across the state. It includes supervising staff, planning workloads, and ensuring proper training and performance. The role manages key bridge programs such as inspections, repairs, replacements, and routine maintenance, all in compliance with federal and state regulations. It also oversees the issuance of permits for overweight and oversized vehicles, emergency bridge repairs, and temporary bridge inventory. The position represents the department in national transportation committees, manages quality control efforts, and ensures updates to bridge management systems. A Professional Engineer license is required, along with responsibility for certain financial decisions and disclosures.

Your Specific Responsibilities :

Supervises employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees' work. Has the authority to effectively recommend the hiring, transferring, suspension, layoff, recalls, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks. Manage and direct the staff for the issuance of overweight / over dimensional permits.

Develop procedures, standards, manuals, training and quality assurance of various bridge related areas. Registration as a Professional Engineer is required in accordance with Florida Statute Chapter 471 to direct and manage the structures maintenance section in the Office of Maintenance to maintain concurrency with federal and state laws and standards to manage the statewide structures maintenance program which includes providing supervisory and administrative support for four major bridge structure programs :

  • Bridge Inspection Program - As required by Federal Regulations (National Bridge Inspection) and State Statute 338 / 9071.
  • Bridge Replacement Program - Federally funded replacement of deficient bridge structures in accordance with Department criteria.
  • Bridge Rehabilitation Program - State funded bridge repair and replacement programs that are performed by contract in accordance with Department criteria.
  • Routine Bridge Maintenance Program - Bridge routine maintenance performed by state forces or by contract.
  • Incumbent of this position has authority to make a maximum single purchase exceeding $35,000 in accordance with Section 112.3145, Florida Statutes. This position has financial disclosure responsibility.

Manage and direct staff to provide technical support and assistance to the district structures maintenance personnel.

Manage the monitoring and reviewing of the quality assurance reviews for structure maintenance management in accordance with the maintenance quality assurance-monitoring plan. Develop and update the quality assurance-monitoring plan annually for the structure maintenance section.

Manage and direct staff for the development of a bridge management system meeting federal criteria and state guidelines.

Manage and direct staff for the direct manufacturing operations by the structures shop facility as it relates to temporary bridging. Maintain an accurate inventory of all temporary bridging in sufficient quantities to meet the Department's schedule for bridge replacement projects and for emergency situations. Oversee the production of cost-effective and safety engineered products in a timely manner.

Manage the statewide Emergency Structure Repair fund which funds the repairs of impact damage to bridges by marine or vehicular traffic.

Participate as a delegate to the American Association of State Highway and Transportation Officials (AASHTO) TSP2 Southeast Bridge Preservation and in the AASHTO Committee on Maintenance. Represent the Florida Department of Transportation (FDOT) in the AASHTO T-9 "Bridge Preservation Committee," AASHTO T-18 "Bridge Inspection and Load Rating Committee," and in the T-8 "Mobile Bridge Committee."

Manage the FDOT Bridge Load Rating program for the FDOT Office of Maintenance, manage future updates to the bridge load rating program and manage the review and approval of design exception and variances reviews for recommendation to the FDOT Design Office for bridge widening and rehabilitations.

Manage and update changes to the Structures portion of the FDOT Transportation Asset Management Plan (TAMP) to comply with Federal Highway Administration (FHWA) requirements.

Oversee the operation and development of a permit application system for the FDOT Permit Office for over-dimensional and over-weight permits.
