ROLE
We are seeking a Project Manager to support the U.S. Trade and Development Agency’s (USTDA) Information Resource Center (IRC) in Arlington, VA. In this role, you will oversee contractor staff to ensure services are delivered accurately, efficiently, and in compliance with federal requirements.

RESPONSIBILITIES
- Oversee contractor staff across all functional areas (e.g., records management, FOIA, reception, mailroom, administrative support, and conference / event services)
- Act as primary liaison between USTDA leadership (COR, CIO, Office of Administration) and contractor staff
- Assign daily tasks, monitor performance, and ensure proper coverage for mission-critical support functions
- Track and review deliverables such as staffing reports, records self-assessments, and FOIA compliance reports
- Ensure contractor work products meet federal standards and agency policies (e.g., NARA, FOIA, Privacy Act)
- Identify performance issues and resolve them promptly, escalating to COR when necessary
- Provide onboarding and offboarding support for contractor personnel, including training on agency processes and compliance requirements
- Maintain updated SOPs, manuals, and process documentation for contractor-led functions
- Compile and deliver weekly staffing and hours reports to USTDA
- Facilitate communication between contractor personnel and USTDA program staff to ensure smooth workflow and issue resolution
- Support the development, implementation, and maintenance of the Quality Control Program and ensure all contractor work aligns with contract requirements
REQUIRED EXPERIENCE
At least 15 years of relevant work experienceExperience with performance and oversight of Quality Control ProgramExperience with administrative services like office management, records, human resources support, or procurementExperience analyzing and implementing business processesExperience leading projects, including creating project plans and process mapsExperience with risk management related to timelines, costs, or complianceExperience using data to make decisions, measure performance, and improve outcomesREQUIRED KNOWLEDGE, SKILLS, & ABILITIES
