Our team works to empower public servants with secure, compliant AI tools like ChatGPT Enterprise, ChatGPT Gov, and specialized national-security models that address government's mission needs, meet their technical requirements, and provide the highest degree of reliability and safety.

As part of the OpenAI for Government team you will work across federal, state, and local governments, helping to accelerate AI adoption, so civil servants can spend less time on red tape and more on meaningful work. About the role

Were seeking a Proposal Manager to join our growing capture and proposals team. In this role, you will be responsible for crafting clear, persuasive, and compliant written materials that communicate OpenAIs value to government customers. Youll collaborate closely with business leadership, capture lead, technical subject matter experts, legal, and product teams to produce high-quality proposals, RFx responses, white papers, and related materials.

This is an ideal role for someone with 510+ years of experience in government proposal writing who thrives on turning complex technical ideas into compelling narratives and enjoys working across functions in a fast-paced environment.

This role is based in Washington DC. We use a hybrid work model of 3 days in the office per week. We offer relocation assistance.

In this role, you'll :

Drive Capture and Proposal Strategy : Coordinate with Capture and Sales leadership to identify opportunities, develop deal qualification processes, shape customer requirements, and position OpenAI products and services to maximize impact.

Develop Proposal Content : Write, edit, and format proposal sections and supporting documents, ensuring clarity, consistency, and alignment with solicitation requirements and OpenAIs mission.

Coordinate Across Teams : Work with capture leads, product and engineering SMEs, legal, and sales to gather inputs, clarify technical concepts, and ensure submissions reflect the best of OpenAIs capabilities.

Ensure Compliance : Review solicitations, amendments, and instructions to ensure all proposal materials meet government acquisition regulations and submission requirements.

Support Proposal Production : Contribute to proposal schedules, outlines, and compliance matrices; assist with document management, version control, and final production.

Maintain Knowledge Base : Help build and refine a content library, templates, style guides, and reusable materials to improve proposal efficiency and quality.

Contribute to Strategic Messaging : Work with capture leads to identify win themes and value propositions, integrating them effectively throughout written deliverables.

Learn and Grow : Engage with frontier AI technologies and public sector missions, gaining increasing ownership of writing and messaging strategy over time.

We're seeking someone with experience including :

510+ years of experience writing and editing technical proposals or RFx responses for government customers (federal or state / local).

Active TS / SCI clearance

Strong understanding of government proposal structures and common acquisition frameworks (e.g., RFP, RFQ, IDIQ, GWAC, CSO).

Exceptional writing and editing skills, with the ability to translate complex technical concepts into clear, persuasive narratives for both technical and non-technical audiences.

Experience working with cross-functional teams under tight deadlines.

Highly organized, detail-oriented, and able to manage multiple concurrent deadlines.

Familiarity with basic compliance concepts (FAR / DFARS, FedRAMP, security clearances) is a plus, but not required.

Curiosity about emerging technology and enthusiasm for learning how AI can transform government missions.
