Job Summary

The Animal Law Enforcement (ALE) Training and Response Manager is responsible for developing, implementing, and managing comprehensive training and emergency preparedness programs to ensure all ALE personnel, volunteers, and specialized teams are fully equipped to perform their duties effectively. This role combines leadership in professional development, emergency response readiness, and operational coordination for ALE, the Community Animal Response Team (CART), and the Special Operations Response Team (SORT).

The position oversees the ALE Training Academy, continuing education programs, and certification management, while also leading disaster preparedness efforts, emergency response coordination, and equipment readiness. This position ensures all programs align with organizational goals, legal standards, and best practices in law enforcement, emergency management, and animal welfare.

Key Duties and Responsibilities

Training and Program Management

  • Plan, implement, and oversee all ALE training programs, including the ALE Training Academy, continuing education, and administrative training.
  • Develop and facilitate classroom instruction, virtual learning, and field training for officers, staff, and volunteers.
  • Ensure compliance with continuing education and certification requirements for ALE staff and Field Training Officers (FTOs).
  • Maintain curriculum standards and ensure qualification for continuing education credits with the Bureau of Animal Protection and the Animal Welfare Association of Colorado.
  • Coordinate cross-training opportunities for CART and SORT to strengthen disaster response capabilities.
  • Collaborate with ALE leadership to identify training needs for officer progression and professional development.
  • Assist in the development, revision, and implementation of ALE Standard Operating Procedures (SOPs).

Emergency Response and Preparedness

  • Manage and oversee HSPPR's role in local Emergency Management plans, including the CART and SORT programs.
  • Ensure readiness of disaster response teams through training schedules, drills, and mock evacuations.
  • Lead or coordinate CART / SORT deployments and operations in collaboration with ALE divisional supervisors.
  • Maintain up-to-date disaster and response plans, MOUs, and operational guidelines.
  • Maintain relationships and coordination with law enforcement, government agencies, and animal welfare partners to ensure seamless disaster response operations.
  • Oversee the inventory, maintenance, and servicing of ALE, CART, and SORT equipment, trailers, and generators.
  • Staff or coordinate ALE representation in the Emergency Coordination Center (ECC) or Emergency Operations Center (EOC) during disasters.
  • Prepare after-action reports, finance documentation, and FEMA-related records following incidents.
  • Employee and Volunteer Development

  • Travel regularly to ALE divisions to provide in-person training, coaching, and mentoring.
  • Recruit, train, and manage CART volunteers; maintain engagement through orientations, meetings, and newsletters.
  • Promote teamwork, accountability, and continuous improvement across all ALE and volunteer programs.
  • Foster innovation in training approaches using adult learning principles and modern delivery methods.
  • Evaluation and Standards

  • Design and implement training evaluation processes, including pre- and post-assessments.
  • Gather and analyze performance feedback to enhance training quality and impact.
  • Track professional development hours, certifications, and training completions for all ALE personnel..
  • Communication and Coordination

  • Collaborate with HSPPR training and volunteer teams, ALE leadership, and external partners to optimize training and emergency preparedness.
  • Ensure regular communication of training schedules, expectations, and preparedness updates to staff and volunteers.
  • Represent ALE, CART, and SORT at community events, outreach opportunities, and public education efforts.
  • Assist the Philanthropy team by providing stories and photography that highlight ALE and CART / SORT community impact.
  • Administrative and Reporting

  • Maintain organized records of training materials, certifications, and emergency documentation.
  • Develop and monitor program budgets, ensuring efficient use of resources.
  • Support ALE Command Staff in data collection, reporting, and event coordination.
  • Assist in the creation of annual reports, after-action summaries, and other documentation for leadership review.
  • Supervisory Duties

    This position does not include direct supervisory responsibilities but manages training environments and volunteer groups to ensure safety, adherence to standards, and a productive learning atmosphere. Issues of concern are to be communicated to the appropriate supervisor.

    Physical Demands

  • Regularly required to stand, walk, sit, and operate computers and training equipment.
  • Must be able to lift and move 25–40 lbs and occasionally handle animals of various sizes and temperaments.
  • May be exposed to noise, weather conditions, and animal allergens.
  • Must have full range of motion and vision capabilities necessary for animal handling and field response.
  • Schedule Requirements

  • Primarily Monday–Friday, 8 : 00 AM–5 : 00 PM, with flexibility for evenings, weekends, holidays, and emergency activations as needed.
  • Fully on-site.
  • Education / Experience Necessary

  • High School Diploma or GED required; advanced coursework in training, emergency management, or law enforcement preferred.
  • Minimum three (3) years' experience in animal welfare, training, emergency response, or related field.
  • Must be or become an Animal Law Enforcement Officer within one (1) year of hire.
  • Must complete FEMA ICS courses (#100, 200, 300, 400, 700, 800) within 60 days of hire.
  • Obtain Animal Welfare Association of Colorado (AWAC) Animal Control Officer Certification within one (1) year of hire.
  • Maintain active training in Emergency Coordination Center (ECC) and Emergency Operations Center (EOC) procedures.
  • HSEEP course completion within six (6) months of hire.
  • Valid Colorado driver's license and insurable driving record required.
  • Preferred Qualifications

  • Certified Animal Control Officer and / or Bureau of Animal Protection Agent.
  • Experience with animal handling, capture, and medical or safety equipment.
  • Knowledge of livestock handling, trailer operation, and disaster sheltering procedures.
  • Strong written, verbal, and presentation skills with an ability to manage multiple complex projects.
