Supervisor Threat Management And Corporate Security Operations
The Sacramento Municipal Utility District (SMUD) is seeking a dedicated and experienced Supervisor of Threat Management and Corporate Security Operations to lead our comprehensive security initiatives and ensure the safety of our employees and customers. This pivotal leadership role offers the opportunity to design, implement, and refine security protocols in collaboration with various internal and external stakeholders, ultimately fostering a proactive security culture within our organization. The ideal candidate will possess extensive experience in threat assessment, crisis management, and the management of security programs, coupled with strong leadership and communication skills necessary to navigate the complex landscape of corporate security.
The Supervisor of Threat Management and Corporate Security Operations is responsible for overseeing and managing the Threat Management program to ensure the protection of SMUD employees and customers and includes direct supervision of the Threat Assessment Team. Reporting to the Manager of Security Operations, this supervisor provides day-to-day oversight of assigned personnel, including organizing, training, and evaluating personnel while leading investigations into potential threat concerns. Provides guidance to Security Operations Supervisors on threat-related matters, as needed.
Required Experience Qualifications :
- Five (5+) or more years of progressively responsible relevant work experience, including two (2+) or more years of lead / supervisory experience, in the planning and management of internal security programs, threat assessment programs and security / threat investigations.
- Must possess and maintain a valid California Driver's License (CDL) and a satisfactory driving record (not more than two moving violations in the last two years).
Knowledge Of :
Best practices for delivering culturally effective threat management / security services to diverse populations within an organization; fundamentals, techniques, methods, and equipment of corporate security operations, including advanced methodologies, comprehensive approaches to threat mitigation, and crisis management strategies; in-depth understanding of civil and criminal laws and industry standards related to threat assessments; techniques for prioritizing, organizing and reviewing work assignments for team efficiency and effectiveness, including performance metrics and accountability measures; policies, protocols and best practices for effectively coordinating with local, state and federal agencies during threat assessments; familiarity with structured approaches such as WAVR-21, MOSAIC, or the Pathway to Violence model for assessing threats and determining appropriate responses; advanced strategies to detect, assess and mitigate risks posed by insiders, including workplace violence and employee-related security concerns; comprehensive knowledge of how cyber threats intersect with physical security, including social engineering tactics and cyber-enabled risks to individuals or critical infrastructure; fundamentals and practices for conducting thorough behavioral threat assessments and external threat investigations, including identity verification and background research; proficiency in Open Source Intelligence (OSINT) tools, techniques and best practices for intelligence gathering from publicly available sources, including social media, to inform security / threat decisions; fundamentals of motivating, coaching, mentoring, training, and developing staff; fundamentals of budget administration; techniques for exercising significant leadership and authority; safety policies, practices and procedures; standard operating procedures for modern office equipment, including a computer and applicable software; English grammar, punctuation, and vocabulary standards; and organizational risk factors, including financial, legal, reputational, and operational risks, combined with the ability to track, assess and respond to emerging threats.Skills To :
Coach staff on applying culturally competent threat management services for a diverse population of internal and external customers; demonstrate exceptional writing and editing skills for producing clear, executive-level reports; interpret and visualize data to identify trends and assess risks; develop in-depth knowledge of SMUD's business model, assets and operational landscape to tailor intelligence gathering, reporting and risk mitigation strategies; proactively monitor emerging threats, synthesize intelligence, and utilize automated alert systems for real-time updates; demonstrate strong verbal communication skills for briefing executives, security teams, law enforcement, and external partners, while effectively negotiating and de-escalating conflicts in high-pressure situations; promote constructive problem-solving one-on-one and in groups; demonstrate strong investigative skills, ability to conduct thorough, discreet interviews, gather and evaluate evidence, and prepare detailed investigative reports; create and deliver training on threat awareness, guiding the development and revision of related policies and fostering collaboration across departments and agencies; assess and provide recommendations to executive staff on threat matters while applying relevant personnel laws, codes, and regulations; apply risk management fundamentals, and maintain confidentiality while upholding ethical standards; recruit, select, hire, supervise, and evaluate employees; establish, manage, monitor, and update budgets; interpret and apply SMUD policies, procedures and applicable agreements; develop and conduct oral presentations to internal and external audiences, clearly expressing complex policies, regulations, procedures, and activities while tailoring information to diverse audiences; plan, organize, prioritize, and schedule projects; accurately appraise situations and people; gather data from appropriate sources and identify relevant factors; and effectively utilize modern office equipment, including a personal computer and relevant software to communicate effectively both orally and in writing.Desirable Education :
BA / BS degree in Criminal Justice, Security Management, Organizational Leadership, or a related field; advanced degrees (e.g., Master's) are highly desirable.Desirable Licenses / Certificates :
Relevant certifications in threat assessment or security management; preferred certifications include Certified Information Systems Security Professional (CISSP), Certified Homeland Protection Professional (CHPP), ASIS Certified Protection Professional (CPP), and ATAP Certified Threat Management (CTM).Desirable Qualifications :
Ten or more (10+) years of relevant experience in security, law enforcement, intelligence, or protective services, including significant supervisory experience and a proven track record of leading security-related projects.Crisis Management Skills : Demonstrated ability to effectively manage crises and emergency response, including coordinating multi-agency responses during incidents.Investigation Expertise : Strong investigative skills with experience in conducting interviews, gathering and analyzing evidence, and preparing detailed reports.Technical Proficiency : Familiarity with security management software, incident monitoring technologies, and data analysis tools relevant to security operations.Legislative Knowledge : In-depth understanding and experience in implementing California Senate Bill 533 (SB 533) guidelines, particularly in workplace violence prevention.Project Management Skills : Proven administrative, analytical, and project management expertise within a public agency or corporate security environment, including oversight of contracts for security services.Professional Development : A strong commitment to ongoing professional development, including participation in relevant training, conferences, and security community networks.Membership in Professional Organizations : Current membership in relevant organizations such as ATAP (Association of Threat Assessment Professionals) and ASIS (American Society for Industrial Security).Physical Requirements :
