OISC Programs Manager, Business Operations Manager 2 Job Rotation for ODOC, BOPPPS or OCE employees only (Wilsonville)
This position is a job rotation anticipated to last 6 months, though may be extended or decreased due to business need. This rotation is available for current regular status employees of the Oregon Department of Corrections, Oregon Corrections Enterprises, or Oregon Board of Parole, Probation, and Post-Prison Supervision with their current manager's approval.
About the Job Your Role
The OISC Programs Manager is a key leadership position responsible for managing and providing strategic oversight to two mission critical program areas, the Policy and Technical Programs Team and the Information Services Team. The OISC Programs Manager leads two program areas responsible for technical policy development, public records and sealings processing, legal and administrative compliance, and agency-wide guidance related to offender information. While these teams serve different operational purposes, both contribute to the agency's legal, procedural, and administrative obligations related to offender information.
As the OISC Programs Manager you will ensure these programs operate effectively and independently while maintaining coordination through cross-functional planning and execution.
You will lead two high impact program areas and ensure consistent, statewide interpretation and application of laws, rules, administrative policies, and technical procedures. You will serve as a key advisor to the OISC Administrator on program direction, legislative impacts, and complex policy questions.
You will participate in department-wide initiatives, legislative and rulemaking efforts, and cross agency collaboration to make sound, lawful recommendations to the OISC Administrator, DOC executive staff, and other OISC managers on policy decisions.
This role serves as a strategic partner to the OISC Administrator on long-term staffing, program design, training systems, and modernization efforts. Collaborates with internal and external partners to improve service delivery and mitigate risk, and promotes program visibility across the Department.
Additionally, as the OISC Programs Manager you will serve as a strategic partner to the OISC Administrator and other OISC managers, guiding program improvements and fostering a positive, collaborative, and inclusive culture that supports staff growth and builds OISC's leadership at all levels.
This position is management services and may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.
Minimum Qualifications
Six (6) years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field.

Working Conditions
The OISC Programs Manager works a professional schedule that may exceed forty (40) hours per week to meet operational and legislative deadlines.
The position holds full responsibility for the daily operations and strategic direction of the Policy and Technical Programs Team and the Information Services Team, ensuring compliance with all Department and OISC policies, procedures, and applicable laws.
Work is primarily performed in a standard office environment, with the option of authorized remote work when operationally feasible. As the unit is located on the grounds of a correctional facility, the incumbent must adhere to established security protocols and may have intermittent contact with adults in custody (AICs).
The role requires frequent use of complex computer systems, databases, and software applications, both to perform assigned work and to supervise program operations, often with minimal system-specific training.
The position requires occasional in-state travel, including overnight stays, for meetings, stakeholder engagement, and training delivery to internal and external partners. The incumbent serves in an on-call capacity during declared unit or department emergencies and may be required to backfill for other managers or the OISC Administrator on a short-term basis.
