Counterintelligence Policy Analyst

Provides technical advice and staff support to senior leadership on complex counterintelligence (CI) and national security matters. Leads confidential, high-priority studies and projects, developing and coordinating policy positions and recommendations. Maintains liaison with military CI elements, federal, state, and local law enforcement, and other federal agencies. Delivers and coordinates CI briefings and debriefings for both cleared and uncleared Defense Logistics Agency (DLA) personnel. Oversees briefing and debriefing of DLA personnel traveling to or interacting with sensitive foreign countries and citizens. Prepares intelligence damage assessments to evaluate espionage operations or compromises by foreign intelligence services. Conducts CI collection and analysis through debriefings, liaison, open-source research, classified sources, and reviews of CI information systems to detect foreign intelligence or terrorism activity.

To qualify for a Counterintelligence Policy Analyst, your resume and supporting documentation must support :

• A. Specialized Experience : One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position.
• To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector.
• Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off / closing date of the announcement.
• Creditable specialized experience includes : expertise in counterintelligence analysis with mastery of CI administrative programs who applies advanced qualitative and quantitative methods to conduct in-depth research and evaluations of highly complex defense-wide policies and strategies; expertise in interpreting counterintelligence statutes, policies, regulations, procedures, systems, organizations, and capabilities; experience in strong leadership and collaboration skills in diverse groups, with the ability to negotiate and resolve complex technical, politico-military, and intelligence issues.
