The Project Director leads a large multi-country USAID funded Drug Resistant Tuberculosis (DR TB) project and is responsible for achieving the project's vision and strategy, directing the project technical team, and managing critical relationships with national and international partners and other key stakeholders.

The Project Director will provide oversight for all aspects of the project implementation and achievement of expected outcomes and objectives.

Theincumbent has overall programmatic, technical, and fiscal responsibility for the project, including achieving project results, effectively communicating accomplishments, making financial reports, and ensuring compliance with all US government and the organization's regulations.

This position is contingent on donor funding.

Accountabilities

Responsible for creating, promoting, and maintaining safe and equitable work environments for all personnel, including a harassment- and violence-free work culture, and systems for safeguarding project participants

Develop and execute overall project strategy and work plan and achievement of project results.

Direct and monitor implementation of activities within the work plan, ensuring that activities are performed to a high professional standard, effectively implemented, and fulfill donor and the organization's requirements.

Fosters an innovation-friendly environment that enables and empowers the identification, generation and circulation of ideas, approaches, solutions and collaborations towards quality person-centered DR TB care.

Ensures activities are aligned with the latest scientific evidence in DR-TB as well as incorporate innovative implementation approaches for DRTB programs

Develops solutions to barriers and issues that are impeding the implementation of the project

Ensures activities are designed with country-specific contexts in mind given the varying partners and countries the activity will support

Provides technical expertise in DR-TB to support the design, implementation, and communication of the activities in accordance with the objectives.

Serves in a critical role as liaison and as needed, establish working partnerships with USAID points of contact, implementing partner project directors, and host country representatives.

Maintains professional documentation for projects and deliverables.

Establishes and maintain communication channels with USAID primary points of contact and other designated points of contact with USAID / Washington, USAID Missions, host country ministries or departments, international organizations, and other designated points of contact.

Coordinates with various DR-TB implementing and research partners to ensure the activities are complementary and responsive to latest updates and innovations.

Provides direction on senior-level policy and technical dialogue with the Ministry of Healt h and other government ministries and units, working in staff as appropriate.

Maintains a strong and wide network with key partners and stakeholders in the tuberculosis arena and ensures that the project is represented on appropriate steering and advisory groups.

Oversees all technical assistance and administrative support activities under the project.

Ensure the timely and complete submission of all performance reports and responses to donor requests for performance, success stories, and financial information for the project.

Ensure that all project deliverables are met in a high quality and timely fashion.

Ensure compliance with all donor-related, organization's, and project-specific policies.

Supervise and mentor all senior management staff.

Provide managerial oversight to all project activities and partnerships, and ensure compliance with the organization's and USG regulations

Oversee the sub-contract and sub- grant cycle from pre-award to close- out including solicitation processes, pre-award, award, monitoring and close-out of sub-awards based on donor regulations, policies, and procedures.

Respond to issues that arise during sub-award / contract, and award project implementation including but not limited to financial reporting, issuing modifications, oversight of compliance with terms and conditions and resolution of disputes, and resolving audit (financial and / or general performance) findings.

Ensure preparation and submission of complete and accurate financial reports and cash requests to organization's HQ and USAID.

Review and monitor project budgets vs. actual expenditures including Life of Project (LOP) and Field office Financial Reports and Monthly Expense Reports received from the organization's headquarters.

Recruit, supervise, mentor, and motivate project team which includes staff from the organization and international and national partners.

Actively work on team- building to ensure productive staff.

Oversee execution of the organization's personnel policies and ensure that policies and procedures are clearly communicated to staff and are respected.

Maintain effective linkages between technical components, grants and finance and administrative functions within the project.

Liaise with headquarters Technical Team, Contracts & Grants, Finance, and Compliance staff to monitor donor regulations and policies for changes affecting the project.

Ensure effective communication across the entire project with team and relevant stakeholders. This includes (1) providing regular briefings and updates to relevant parties (e.

g., supervisors) (2) facilitating regular team meetings to share information across project components and (3) contribute to positive and smoothly functioning relationships with external partners, including international partners and national implementing partners.

Coordinate with other donor implementing partners on common objectives and activities, as needed.

Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.

Applied Knowledge & Skills

Excellent management, communication, and organization skills are required.

Technical leader in DR TB and / or strong expertise in project management. Comprehensive knowledge of theories, concepts, and practices with project management, process development and execution.

Knowledge of non-profit funding streams, including government and philanthropic.

Typically reports to a Program Director or Portfolio Director.

Education

Master's Degree or its International Equivalent

Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth or a Related Fields.

Medical Degree strongly preferred.

Project Management (PM) Certification preferred.

Experience

15+ years of relevant experience with projects management principles and practices (including 10+ years of strategic leadership and / or line management experience on USAID projects).

Minimum of 5+ years of Chief of Party, Principal Investigator or Project Director experience on government funded sector and / or value chain development projects.

Proficient with applicable rules, regulations, and policies associated with international development and non-governmental organizations (NGOs).

Demonstrated experience in multi-sector project management and implementation.

Demonstrated strategic planning, staff development and capacity building experience.

Demonstrated experience in leading and managing complex projects that are strategic in nature and national / international in scope.

Experience operating in insecure environments.

Experience working in a non-governmental organization (NGO).

The expected US Based hiringsalary range for this role is listed below. Candidate FHI 360 pay ranges represent national averages that vary by geographic location.

When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to : relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account.

Additionally, all US based staff working full-time, which is calculated at 40 hours / week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year.

Paid time off is reduced pro rata for employees working less than a full-time schedule.

US Based Hiring Salary Range : $159,000 - $199,000

International hiring ranges will differ based on location.
