Job description

Financial Analyst (Fiscal Analyst 2)

The purpose of this position is to conduct regular financial analysis, analyze data to identify discrepancies or trends, advise internal partners of financial analysis results, and communicate with external stakeholders in assessing compliance with legal requirements relating to reporting of financial matters, such as Coordinated Care Organization (CCO) financial oversight and performance against the Oregon administrative rules and the Centers for Medicare and Medicaid Services (CMS) waiver requirements.

What We Are Looking For :

Minimum Qualifications : These qualifications must be visible in your application for consideration.

Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system. OR, five years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting and analyzing fiscal information. OR, successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.

  • Strong Analytical Skills
  • Ability to conduct detailed financial analysis, identify trends, discrepancies, and draw accurate conclusions from complex data sets.
  • Knowledge of Healthcare Financial Reporting and Regulations
  • Familiarity with Medicaid / Medicare systems, Statutory Accounting Principles, Oregon Administrative Rules, CMS waiver requirements, and Oregon's Coordinated Care Organizations' financial structures to ensure compliance and effective oversight.
  • Attention to Detail
  • Precision in reviewing and interpreting financial documents to catch inconsistencies or non-compliance with legal and regulatory requirements.
  • Effective Communication Skills
  • Capable of clearly conveying complex financial findings to both internal teams and external stakeholders, including in written reports and verbal briefings.
  • Problem-Solving Ability
  • A proactive mindset to investigate financial issues, recommend solutions, and support partners in making informed financial decisions.
  • Collaboration and Stakeholder Engagement
  • Skilled in building relationships with internal partners and external organizations to facilitate financial oversight, compliance reviews, and information exchange.

  • The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%. Review the Classification and Compensation page for more details on the classification.
