Job Title : Spectrum Management Specialist
Help direct and coordinate the activities of the Marine Corps Team, Navy Marine Corps Spectrum Center (NMSC), supervise the staff, assign work to be performed and conduct periodic evaluations of work performance.
Identify developmental and training needs of personnel, recommend awards or bonuses and be responsible for determining and affecting minor disciplinary actions.
Be the primary advisor for the United States Marine Corp (USMC) C4, to the Naval Representative of the Interdepartmental Radio Advisory Committee (IRAC) working group.
Represent the USMC on special working groups under the Military Communications Electronic Board (MCEB) while developing and implementing the Joint Frequency Records System.
Ensure USMC electromagnetic spectrum resources are protected both internationally and nationally by appropriate notification and justification to the International Frequency Registration Board.
Direct the assimilation of necessary radio frequency data to comply with the National Telecommunications Information Administration (NITA) instructions related to Radio Frequency Management.
Initiate and coordinate engineering research and development as required to provide USMC operating forces with radio wave propagation guidance to ensure maximum continuous communications capability.
Serve as the technical assistant, subject matter expert, and Advisor to HQMC C4 and the Director, NMSC on matters pertaining to management of the use of radio frequency spectrum through existing or planned automated systems.
Evaluate operational effectiveness of frequency resources by performing detailed system analysis of the existing USMC frequency assignments, usage, and associated data operations.
Initiate, supervise, coordinate and direct action to improve system capabilities through more efficient use of the existing system, or plans for acquisition of additional hardware / software capability based on evaluation results.
Conduct briefings to inform users, management, staff, and government / non-government agencies regarding current or proposed Navy radio frequency capabilities and related programs.
Requirements include :
Must be a US Citizen.
Must be determined suitable for federal employment.
Must participate in the direct deposit pay program.

This is a Mission Essential position.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
Qualifications require at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate :
Experience and proficiency in telecommunications and technical background in relevant Electromagnetic Spectrum military policy papers, technical documents, and frequency channel plans.
Experience and mastery of radio frequency management across various levels-international, national, joint, Unified Command, and department.
Experience in effectively managing employees through a comprehensive programmatic approach, proficiency in organizing routine work assignments, making necessary adjustments to staffing levels, setting work priorities, and establishing deadlines to ensure timely completion of tasks.
Experience with evaluating performance and making informed decisions on product approvals or declines.
Education : There are no educational substitutions for specialized experience for GS-14.
