BUDGET MANAGER
The Office of Budget Administration (OBA) is responsible for the planning, developing and coordination of the Agency's budget and for monitoring Agency's revenues, expenditures and staffing for all HRA's programs. The Administrative Other Than Personal Services (AOTPS) and Capital Budget, is responsible for the development, organization and analysis of the Responsibility Area / Centers budgetary needs. The IT Programs and Agencywide AOTPS Contracts Unit oversees the Information Technology Services (ITS) expense budget, monitors ITS spending, reviews and approves fiscal requests, and ensures expenses are within the approved budget. Additionally, the unit oversees the ITS Capital Budget projects that supports DSS / HRA / DHS programs. The unit also manages the agencywide contracts for temp staff and language translation. Office of Budget Administration (OBA) is recruiting for one (1) Administrative Staff Analyst NM- to function as Budget Manager for the IT Programs and Agencywide AOTPS Contracts Unit.
Responsibilities include :
- Monitoring the development and analysis of the expense and capital budgets and advising OBA executive staff on all matters pertaining to the Unit.
- Analyzing, reviewing, and providing recommendations for requests for new funding and cost reduction initiatives.
- Analyzing complex budgetary problems and reconciling data provided by the Financial Management System, as well as reviewing needs according to baseline funding and Agency mandates.
- Assisting programs in preparing budget requests including prioritizing program choices for expansion, realignment, or reduction.
- Ensuring all budgetary functions and processes meet the fiscal requirements of the City, State and Federal rules and regulations.
- Serving as a liaison to Mayor's Office of Management & Budget (OMB), the Comptroller's Office, City Council, and other oversight agencies on all budgetary matters for ITS.
- Assisting with major Expense and Capital Plans exercises (September Plan, November Plan, Preliminary Budget, Executive Budget, and Adopted Budget) for ITS.
- Conducting research on the budgetary impact of shifting conditions such as legislative changes, changes in rate structures, variations in the rate of utilization of services, alterations in eligibility requirements, State administrative policy directives, and changes in caseload trends.
- Advising senior management regarding financial plan changes and expenditure trends in response to press, audit, or other oversight agency requests for information.

Qualifications :
A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following : working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning / administration, labor market research, economic planning, social services program planning / evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; orA baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.Additional Information :
