The Title I-A Coordinator responsibilities include providing leadership, training, and technical assistance to LEAs with Title I-A Targeted Assistance and / or Schoolwide programs. The purpose of Title I-A is to provide all children significant opportunity to receive a fair, equitable, and high-quality education, and to close educational achievement gaps.

The Title I-A Coordinator reports to the Federal Programs Director. This position requires the ability to exercise independent judgment and initiative, and possess strong organizational, communication, and leadership skills. This is a full-time position serving under an appointment of the State Superintendent of Public Instruction.

Responsibilities

  • Interpret Title I-A law and guidance under Every Student Succeeds Act (ESSA) of the Elementary and Secondary Education Act (ESEA) and Federal Regulations regarding Title I-A
  • Provide statewide assistance to LEAs receiving Title I-A funds
  • Review, approve, and provide technical assistance to LEAs on the annual Consolidated Federal and State Grant Applications (CFSGA) for Title I-A
  • Provide support and technical assistance on the Schoolwide / Improvement Plan (SWIP) process, which includes providing training, technical assistance, and document tracking
  • Research effective practices and provide technical assistance and training to LEAs on the implementation of Title I-A Targeted Assistance and Schoolwide programs
  • Conduct Federal Programs monitoring for Title I-A annually
  • Collect and analyze data annually through the Title I-A Annual Performance Report (APR) application for all LEAs with a Title I-A school
  • Collect, interpret, and analyze Title I-A data for use in program planning as required under state and federal law, including in the Consolidated State Performance Report (CSPR)
  • Work with US Department of Education, including completing surveys and reports, and participating in check-in calls and meetings
  • Provide input in the development of the Title I-A budgets, and track expenses regularly with the Fiscal Specialist, Principal
  • Facilitate Title I-A Committee of Practitioners
  • Prepare and deliver training, presentation, and professional development related to Title I-A Programs
  • Coordinate and work with the Assessment Statistician for the annual selection of National Blue Ribbon School nominees and ESEA Distinguished School awards
  • Collaborate with SDE staff across departments and Federal Programs staff to coordinate and bridge resources, knowledge, and experiences to better align services to districts and schools
  • Collaborate with SDE staff across departments to coordinate the Consolidated State Plan. The Title I-A Coordinator will be the main point person in the SDE state plan work
  • Provide guidance and support for Title V-B, Rural Education Achievement Program (REAP) and Rural and Low-Income School (RLIS) Program

Minimum Qualifications

  • Bachelor's degree from an accredited college or university
  • Experience with program management, planning, and coordinating programs and projects
  • Experience with the Uniform Grant Guidance and federal grant management principals
  • Experience interpreting federal and state laws, rules, regulations, and policies and advising on their requirements
  • Ability to manage budgets and track expenditures in accordance with federal or state requirements
  • Must have the ability to communicate well, orally and in writing
  • Must have strong interpersonal skills and abilities to work effectively as a member of a team, promote Idaho Department of Education and Federal Programs team goals and maintain a positive team climate
  • Must have strong organizational skills and ability to manage multiple projects
  • Must be proficient in basic technology applications (e.g. Microsoft Word, Excel, PowerPoint; online search engines; mobile communication, etc.)
  • Additional Desired Qualifications

  • District and / or school level experience in administering Title I-A programs
  • Current endorsement in teaching and / or administration
  • PHYSICAL REQUIREMENTS

  • Operate standard office equipment such as a computer, telephone, copier, and scanner.
  • Perform general administrative duties including typing, filing, answering phones, processing paperwork, and assembling office materials.
  • Read, review, and process both printed and digital documents.

  • Maintain focus and attention to detail for extended periods.
  • Understand, communicate, and follow through on program support tasks and responsibilities.
  • Approximately 90% of time is spent sitting at a desk or workstation, up to 4 hours at a time.
  • Approximately 10% of time is spent standing, walking, bending, or kneeling.
  • Occasionally lift items, typically weighing under 5 lbs., and occasionally up to 20 lbs.
  • Travel Required

    This position requires approximately 20% travel time throughout the state for training and monitoring.

    Vesting in the Public Employee Retirement System of Idaho (PERSI) : All employees of the Idaho Department of Education are non-classified. They are appointed by the elected official and serve at the pleasure of the elected official. As such, employees working at a non-classified agency are considered vested in the PERSI retirement system after five (5) consecutive months of service, versus five (5) years of service at a classified agency.

    Tuition Fee Waiver : All Idaho Department of Education employees in permanent full-time positions may register for instructional courses during any academic period, at any participating state funded institutions of higher education, for a $20.00 nonrefundable registration fee per semester and $5.00 per credit hour charge.
