Senior Vice President Of Business Development, High Consequence Missions

Parsons is looking for an amazingly talented Senior Vice President of Business Development, High Consequence Missions (HCM) to join our team! In this role, you will be a strategic and technical growth leader who will shape and drive Parsons cyber, electronic warfare (EW), C5ISRT, and multi-domain operations portfolio. This is a unique role for an executive who combines deep technical knowledge, a sharp strategic mindset, and an ability to drive mission impact at scale. This leader will be immersed in the Department of Defense (DoD) and Intelligence Communityunderstanding customer and mission needs, anticipating evolving threats, and delivering innovative, integrated solutions that advance national security.

This role is about more than just managing a book of business : We are looking for a growth leader who can thrive in a fast-paced environment, leverage deep domain expertise in offensive and defensive cyber operations, EW, and full kill-chain solutions, and deliver outcomes that shape the future of our national security missions. You will play a critical role in positioning Parsons to support current and emerging missions across U.S. Cyber Command, service cyber components, intelligence agencies, and multi-domain mission commands.

The ideal candidate will bring strategic vision, operational discipline, and collaborative leadership to mature a $10B+ qualified pipeline, target $250M+ contract opportunities, and achieve a book-to-bill ratio >

1.0x. This role will directly contribute to shaping Parsons role in delivering next-generation cyber, C5ISRT, and EW capabilities for the nations most critical missions.

This will be a hybrid role with preference to be based out of one of our major Parsons locations : Northern Virginia / DC Metro, Huntsville AL, Colorado Springs CO.

What Youll Be Doing :

  • Strategic Growth & Leadership

Shape and execute Parsons growth strategy for cyber, EW, and C5ISRT, directly supporting our Defense & Intelligence sector roadmap and mission priorities.

  • Identify and advance next-generation capabilities, from zero trust and cyber hunt operations to EW range development, integrated kill-chain solutions, and multi-domain interoperability.
  • Actively participate in key customer forums, communities of interest, and mission-centric discussions to stay ahead of emerging trends and customer priorities.
  • Sales Performance & Growth Metrics
  • Achieve and exceed sales, awards, and book-to-bill targets, delivering large-scale offensive and defensive cyber programs, mission systems, EW solutions, and SIGINT / signal processing.

  • Develop and execute booking strategies aligned with corporate risk tolerance and policy. Achieve and maintain a book-to-bill ratio >
  • 1.0x annually, with a focus on quarterly metrics.

  • Maintain a qualified opportunity pipeline exceeding $10B, with accurate forecasting and quarterly performance accountability using Salesforce and other BD tools.
  • Capture Excellence & Team Leadership
  • Lead and mentor a high-performing team of business development and capture professionals who are technically astute, customer-focused, and mission-driven.

  • Ensure early and effective capture planning, clear win strategies, and differentiated solutions that address the customers evolving mission.
  • Pipeline & Capture Management
  • Build and mature a robust pipeline, focusing on volume (qualified opportunities), velocity (pursuit pace), and quality (win probability enhancement through capture and positioning). Deliver measurable booking results aligned to strategic pursuits, including targeting >

    $250M+ prime opportunities. Drive annual growth through development and conversion of a qualified opportunity pipeline valued at $10B+.

  • Leverage Salesforce to maintain pipeline data, ensuring reliable forecasting and reporting.
  • Oversee opportunity qualification, capture strategies, proposal development, and conversion of tactical (e.g., on-contract growth, TDLs) and strategic pursuits.
  • Provide bid / no-bid recommendations via Win Strategy Reviews, ensuring early and effective capture planning.
  • Partnerships & Market Positioning
  • Identify and cultivate key strategic partnerships with technology innovators, system integrators, and mission-focused R&D organizations to strengthen Parsons market positioning.

  • Evaluate and shape M&A opportunities that expand Parsons capabilities in advanced analytics, AI / ML-enabled cyber operations, and multi-domain EW.
  • Engage as a visible leader and trusted advisor across Parsons and the broader national security ecosystem.
  • Key Relationships :

  • Reports to : SVP, Business Development, Defense & Intelligence
  • Internal : Collaborate with enterprise BD / capture teams, business unit leaders, and functional heads (e.g., Contracts, Finance).
  • External : DoD : U.S. Cyber Command, Army Cyber, 16th Air Force, Navy Fleet Cyber, Marine Corps Cyberspace Command, U.S. Army I2CEWS, DEVCOM, EW&C program offices. IC : NSA / CSS, DIA, NGA, NRO, and service intelligence components. R&D / Transition Agencies : DARPA, IARPA, DIU, SCO, AFRL, and service labs. Other Federal Stakeholders : DHS / CISA, DOE, DTRA, and mission-critical agencies with cyber mandates.
  • Desired Outcomes :

  • Consistently high book-to-bill ratios, reflecting strong new business wins.
  • Sustain a book-to-bill ratio >
  • 1.0x, demonstrating continuous growth and sales performance.

  • Capture multiple $250M+ contracts annually in cyber, EW, and C5ISRT mission areas.
  • Convert a growing percentage of pipeline into awarded work, improving BD velocity and effectiveness.
  • What Required Skills Youll Bring :

  • 20+ years in federal business development, strategy, and capture for DoD and IC customers, with direct experience in advanced cyber and EW mission areas.
  • Proven success driving growth in complex, high-tempo environments ($1B+), with revenue accountability of $500M+ and consistent large-scale wins ($250M+), especially in full-spectrum cyber operations and electronic warfare.
  • Immersed in the national security ecosystem, with an understanding of how to adapt strategies to current and future administration priorities.
  • Technically fluent in offensive / defensive cyber operations, kill-chain integration, and full-spectrum EW, with the ability to translate mission needs into actionable strategies.
  • Hands-on leader who can set bold goals, navigate ambiguity, and inspire teams to achieve outsized impact.
  • High emotional intelligence (EQ), collaborative spirit, and a relentless focus on mission-first outcomes.
  • Lifelong learner with the humility and curiosity to evolve continuously in a dynamic national security landscape.
  • Active Top Secret Clearance required to start.
  • Security Clearance Requirement : An active Top Secret security clearance is required for this position.

    Salary Range : $220,500.00 - $409,500.00. This position is eligible for incentive compensation.
