Fiscal Analyst

Oregon Housing and Community Services is looking for an experienced financial advisor to take on a key leadership position as a Fiscal Analyst in our Accounting Section. The person in this position will be the primary fiscal advisor for various programmatic areas by providing financial, analytical, system, and compliance support.

  • Working condition: Hybrid > This position has some requirements for in-person work.

What you will do

The person in this position will act as the primary fiscal advisor for various programmatic areas by providing financial, analytical, system, and compliance support. This position reports directly to the Controller and is responsible for making decisions related to in-depth financial analysis and policy development connected to various initiatives the agency and/or division is working on. The role of the Fiscal Analyst will involve complex accounting analysis and forecasting, financial policy development, consultation with program staff, and coordination with financial staff regarding improvement or development of internal controls. This role will also be responsible for the development of fiscal policies and procedures to assist with program development and implementation. This position will collaborate with management and various stakeholders regarding system design to ensure fiscal processes and internal controls are established, in addition to performing in-depth analysis and complex reconciliations between various systems and data sources to ensure data integrity.

Minimum qualifications

Six years of progressively responsible experience included the preparation, analysis, and administration of a budget or fiscal system. Experience must have included modeling and forecasting fiscal information. Note: A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration or other analytical or technical degree) may substitute for three years of the required experience. A graduate-level degree in any of the above areas may substitute for four of the six years.

Desired attributes

  • Experience as a financial advisor in various programs and funding sources, and experience working with multiple stakeholders.
  • Ability to evaluate budgets and spending by developing funding guidelines, monitoring fund utilization, identifying new fund allocations, and understanding funding source requirements.
  • Experience monitoring cash flows, budget reservations, and forecast future revenue and expenditure trends.
  • Develop spreadsheets, including linking multiple spreadsheets, creating complex formulas, utilizing multiple query tools, and performing reconciliations between various data sets.
  • Analytical and critical thinking skills, ability to take initiative in creating processes, procedures, and providing training to others when needed.
  • Ability to work with multiple systems, data sets, and troubleshoot system configuration to improve processes for financial transactions.
  • Experience preparing financial forecasting, ad hoc financial and statistical reports, and state and federal financial reports.
  • Ability to develop reporting dashboards utilizing OBIEE, Power BI or experience utilizing alternatives.
  • Working well with others is an approachable team player, willing to share knowledge and collaborate, adding value to the team's overall performance.
  • Experience promoting diversity, equity, and inclusion principles and practices in the workplace.

Oregon Housing and Community Services (OHCS) is Oregon's housing finance agency. OHCS released its Building Oregon's Future: 2023 Annual Report to update the agency's significant progress in meeting the goals outlined in the 2019 Statewide Housing Plan. We are now more than halfway into the five-year plan.

Accounting section

The Accounting Section of the Controller's Office includes general accounting functions for all aspects of the agency to include accounts payable, accounts receivable, grant management reporting, sub-grantee distributions, federal draws, financial reporting, management of general ledger structure and systems development to support accounting transactions, annual audit and statewide financial statement support, investment accounting, and enterprise financial statement and disclosures preparation. Work performed in this section ensures accountability, transparency, and stewardship of resources.
