Facilities Site Lead & Technical Project Lead

Nightwing is seeking dynamic and hands-on Facilities Site Lead & Technical Project Lead to oversee the day-to-day management of site operations while leading cross-functional technical projects. This dual-role position ensures the facility is safe, compliant, and efficient, while also driving technical initiatives from concept to completion. The ideal candidate combines operational leadership, engineering knowledge, and project management expertise to deliver high-impact results across facilities and technology platforms.
This role is responsible for ensuring project components are maintained in optimal working conditions through effective oversight, preventative maintenance, and timely response to unique facility needs.
Clearance Requirement : TS / SCI with Polygraph
Key Responsibilities :
- Plan and schedule preventative maintenance tasks, ensuring they are effectively assigned to and completed by the vendors and facilities team
- Oversee and coordinate renovation projects to ensure timely delivery of fully functional, operational spaces that meet the needs of the end users
Facilities Site Lead Responsibilities (50%)
Oversee all aspects of facility operations including maintenance, security, space planning, and vendor managementEnsure compliance with health, safety, and environmental regulations (OSHA, EPA, etc.)Lead site-level emergency preparedness, business continuity, and risk mitigation planningManage facility-related budgets, contracts, and procurement of services and suppliesCoordinate with internal departments to support workplace needs and site expansion or reconfiguration projectsSupervise on-site facility staff and service providers (custodial, HVAC, electrical, etc.)Monitor building systems (HVAC, lighting, plumbing, security) to ensure operational efficiencyTechnical Project Lead Responsibilities (50%)
Lead cross-functional technical projects involving engineering, IT, construction, or infrastructure upgradesDevelop project scopes, schedules, budgets, and resource plans in alignment with organizational goalsCoordinate internal teams and external vendors to meet technical requirements and milestonesTrack project progress and report status to senior stakeholders, identifying and mitigating risksManage documentation, change orders, and stakeholder communication across the project lifecycleSupport the introduction of new technologies, systems, or tools within the site environmentLead and manage all phases of construction projects, including Design, Construction, and Closeout.Provide comprehensive construction management support, including :Development of requirements based on customer inputContract development, review, and management of Architecture & Engineering (A&E) plans, designs, and specificationsConducting maintainability reviews and preparing detailed Government Cost Estimates (GCE)Technical evaluations and reviewsPreparation of project Statements of Work (SOW) or Statements of Objectives (SOO)Management of construction activities and supplementary services to support project executionDevelop project requirements and cost estimates for a range of projects, including but not limited to mechanical, electrical, civil, architectural, structural, and geotechnicalQualifications :
Bachelor's degree in Engineering, Facilities Management, Construction Management, or a related field (or equivalent experience)12+ years of experience in facilities operations, engineering project management, or related rolesStrong understanding of building systems (HVAC, electrical, plumbing, fire safety)Proven track record managing complex technical or infrastructure projectsExperience with project management tools and software (e.g., MS Project, JIRA)Familiarity with regulatory requirements and safety protocolsExcellent leadership, organizational, and communication skillsPreferred Qualifications :
PMP or CAPM certificationFacilities Management Professional (FMP) or Certified Facility Manager (CFM)Experience working in a manufacturing, lab, or data center environmentFamiliarity with Lean, Six Sigma, or continuous improvement methodologiesBe able to provide the PMO with monthly expenditures, preventative maintenance tasks performed and work proactively to create mitigation plans for bigger issues on the horizon
Provide 24 / 7 availability for building emergencies as they may arise at assigned locations
