Location

This position has the flexibility of a hybrid work schedule with the in office location at the Denver Wastewater Building (2000 W 3rd Ave) and the Republic Plaza ( 370 17th St, Denver, CO 80202 ). You can expect to work in office 3 days per week. Employees must work within the state of Colorado on their off-site days.

The City and County of Denver’s Department of Transportation and Infrastructure (DOTI) is seeking a Senior Infrastructure Program Manager to serve as DOTI’s corridor program lead for waterways initiatives such as the WATR Program and similar multi-agency efforts. This position will lead implementation of capital improvements along Denver’s rivers, creeks, and gulches based on adopted plans, studies, and priorities. This position will advance corridor projects that support adopted citywide waterways priorities by aligning partner agencies, funding, and delivery capacity. This includes : using existing master plans, basin studies, and planning analyses to scope corridor projects and package identified corridor needs into implementable projects for Capital Improvement Program (CIP) consideration in coordination with planning teams; and developing funding approaches and partner participation strategies to advance corridor projects into the CIP.

The Senior Infrastructure Program Manager will manage Denver’s portfolio of waterways projects. At the current time, that means that this position will direct the Waterway Resiliency (WATR) Program. The WATR Program is a long-term effort to restore the ecosystem on 6.5 miles of the South Platte River and reduce flood risk on the Weir Gulch and East Harvard Gulch tributaries. The waterways program manager will serve in a critical leadership position representing DOTI and collaborate with project partners and stakeholders to deliver a successful WATR Program. The WATR Program is being delivered through an innovative pilot partnership with the US Army Corps of Engineers, and the successful candidate must be strategic and nimble in responding to this unique delivery structure. The successful candidate is also a leader skilled in directing and managing large professional teams through highly visible, political projects.

Role Intent

This position does not develop master plans, perform hydraulic modeling, establish waterway standards, or independently prioritize projects. This role exists to translate adopted plans, studies, and priorities into scoped, funded, deliverable, and delivered capital corridor projects in coordination with One Water, Wastewater Planning, and Capital Delivery teams.

Specifically, in this role you will :

Lead implementation of Denver’s waterway corridor initiatives by translating adopted plans and studies into scoped, funded, deliverable, and delivered capital programs.

Lead the WATR Program and other waterways projects by developing and executing implementation plans; assuring appropriate team structure and staffing; leading discussions, aligning and managing expectations, and maintaining relationships with Federal, State and local agencies; speaking for the project, and helping to “market” the project and assisting with grant and financial planning efforts.

Perform core operational level management by directing functional and / or matrixed teams.

Represent DOTI’s positions and interests required to deliver successful outcomes, with a focus on strategic thinking and superior customer service; ensuring team members are sufficiently knowledgeable and can communicate effectively to the level required to meet performance expectations for their positions.

Lead coordination between One Water, Planning, Wastewater, Storm, GI, and Capital Delivery to move corridor needs from plans into projects.

Implement work in alignment with City and DOTI requirements, standards, procedures, systems and guidelines. Provide expertise and consultative guidance to internal and external stakeholders which may include elected and appointed officials, citizens, and members of the business community.

Ensure corridor projects are positioned for successful delivery through early coordination, risk identification, partner alignment, and ensuring all costs remain at or below established budgets and projects are delivered on schedule.

Coach, mentor, and challenge staff. Champion continuous improvement, including devising new strategies and new opportunities for improvement. Lead staff development initiatives that include training, development, and succession planning.

Develop goals, document performance, provide performance feedback and formally evaluates the work of team members; provide reward and recognition for proper and efficient performance. Assist staff to achieve performance standards and identifies opportunities for continual improvement to performance standards.

Foster an atmosphere of innovation in order to challenge the organization to think creatively, especially as it relates to unique delivery models and positive citizen and customer experience opportunities.

What You’ll Bring

Our ideal candidate has some or all the following experience, skills, and characteristics :

Strong technical expertise in waterway projects, but most important to this position is the ability of the candidate to think strategically, lead others, and manage a complex set of political stakeholders. We recognize the project and program management skills are themselves valuable skill sets that can be applied across various technical disciplines.

Leadership and matrix management skills necessary to lead professional teams on highly visible and political projects with numerous partners and stakeholders to deliver outcomes in alignment with organizational objectives.

Direct experience developing systems for complex projects and programs to successfully manage and supervise implementation teams through initiation, planning, execution, monitoring and controlling, and closeout of the work.

Expertise in effective and strategic communication with internal and external stakeholders, including but not limited to : US Army Corps of Engineers, Mile High Flood District, Colorado Water Conservation Board, the Greenway Foundation, Adams County, City and County of Denver, and the public.

Ability to identify and balance resources and competing priorities to achieve successful outcomes.

Required Minimum Qualifications

Education Requirement : Bachelor's Degree in Engineering, Architecture, Planning, Construction Management, Project Management, or a related field

Experience Requirement : Seven (7) years professional project management experience in infrastructure & capital projects including coordinating, administering, and monitoring projects which must include three (3) years of program management experience

Education and Experience Equivalency : One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.

Additional appropriate education may be substituted for the minimum experience requirements.

Licenses and Certifications : This job requires driving. Requires a valid Driver's License at the time of application.
