Job Description

The Bureau of Environmental Sciences and Engineering (ESE) has about 100 staff focusing on identifying and minimizing risks of environmental and engineered hazards in NYC, including water systems and radiation control. ESE oversees systems such as HVAC, building plumbing, NYC drinking water supply, recreational water facilities, nonpotable and reuse systems, sewage, radioactive materials, and radiological equipment.

We are seeking a water systems analyst within the Office of Public Health Engineering. The role reports to the water systems analyst lead and collaborates with scientists, engineers, and data analysts supporting NYC's drinking and recreational water programs. Key responsibilities include water quality surveillance, inspection of the NYC drinking water system, review of engineering plans for water treatment and bathing establishments, and managing the NYC beach program.

Responsibilities include but are not limited to :

• Conduct scientific research and literature reviews on water quality standards, treatment technologies, emergency preparedness, analytical methods, surveillance tools, protocols, and data systems related to PHE programs.
• Review engineering designs for water systems to ensure compliance with NYC regulations, providing clear written feedback and technical guidance.
• Perform regulatory water quality surveillance, including sample collection, data analysis, and compliance review.
• Prepare scientific reports on compliance, surveillance activities, and study findings.
• Assist in developing technical guidance, informational factsheets, and recommendations on water treatment, reuse, emerging contaminants, and recreational water safety.
• Provide technical assistance and customer service to permit applicants and entities.
• Contribute to protocols, guidance, and factsheets through scientific research.
• Conduct inspections of water supply systems and bathing establishments to verify construction adherence to plans.

Qualifications

For Level I : A master's degree in a relevant field. For Level II and above : a doctorate with experience, or a master's with more extensive experience, or equivalent education and experience. All candidates must have at least a master's degree and two years of relevant experience. A two-year appointment as City Research Scientist Level I can substitute for some experience requirements.
