Quality Assurance And Technical Assistance Position
The primary purpose of this position is to provide quality assurance, technical assistance, and surveillance of base supply requirements in support of the base operations support (BOS) contract. Responsibilities include using technical knowledge and expertise in the operation of base supply functions to ensure proper assessment of contractor performance. This involves receiving and processing complaints from base customers, educating them on the contractor's responsibilities, and preparing various reports, forms, standard operating procedures, correspondence, and other quality assurance documents. Additionally, the role assists the LRS Accountable Officer in developing documentation for new requirements and changes to the contract Performance Work Statement.
Requirements include meeting specialized experience or educational qualifications as outlined by the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Supply Series, 2001. Specialized experience is defined as knowledge and understanding of base supply to effectively evaluate the quality of services, identify deficiencies, determine the source and cause of problems, and recommend changes in operational methods, equipment, and procedures. Knowledge of safety requirements associated with hazardous materials and Environmental Protection Agency (EPA) requirements associated with storing hazardous materials is required.
Knowledge, skills, and abilities (KSAs) include knowledge and understanding of base supply, knowledge of safety requirements associated with hazardous materials, knowledge of EPA requirements associated with storing hazardous materials, knowledge of established procedures and techniques for quality assurance, skill in applying established quality control plans and methods to all aspects of contractor performance, knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing, skill in establishing and maintaining effective, working relationships, ability to analyze deficiencies, write, and prepare reports, and present findings and recommendations, and ability to plan, organize work, and meet deadlines.
