The University of California, Office of the President ( UCOP ) seeks a creative and collaborative financial leader to serve as its next Associate Vice President - Budget Analysis and Planning (AVP BAP).

The AVP BAP collaborates closely with the CFO and executive leadership across the system to analyze the complex factors that influence the university's financial stability, including development of the annual state budget request and exploration of alternative revenue sources generated from both external sources and the UC balance sheet.

Founded in 1868, the UC system is recognized as one of the world's largest and most successful academic institutions, with a tripartite mission of research, teaching, and public service.

The ten campuses that make up the UC system - Berkeley, Davis, Irvine, Los Angeles, Merced, Riverside, San Diego, San Francisco, Santa Barbara, and Santa Cruz - collectively enroll approximately 280,000 students and are supported by more than 227,000 faculty and staff, and 2 million alumni living and working around the world.

Another half million people benefit from UC's continuing education courses each year, as well as from research centers and educational programs operating throughout the state.

UC extends its work beyond its campuses through national laboratories, medical centers, and outreach programs in neighboring communities throughout California, around the world, and online.

The AVP BAP will believe in and be an enthusiastic supporter of the UC mission of research, access, and affordability and advocate on behalf of the campuses and UCOP to ensure continued state support.

While state core funds currently account for less than 10% of overall revenue, they are still quite important to support the university's ambitions, especially for the smaller campuses and the Division of Agricultural and Natural Resources .

The AVP BAP will provide strong analytics and be nimble and responsive when navigating conversations with the legislature and with campuses to best leverage resources equitably and efficiently.

They will need to an excellent communicator with the ability and desire to engage with colleagues across the system and effectively represent UCOP with the legislature.

This includes being a trusted and proactive partner to colleagues across campuses to encourage a culture of transparency in decision-making and information dissemination, especially with Academic Affairs units and the Faculty Senate, around important budgetary matters facing the university and its campuses.

Also, creativity to find new ways to partner for the betterment of the whole, such as working closely with UC Health, philanthropy, and UC Investments for new revenue and with the Chief Operating Officer around improved efficiencies and cost savings.

The AVP BAP will also help predict enrollment trends by working closely with Academic Affairs. In doing so, the AVP BAP will provide strategic and collaborative leadership that best supports the university and its various campuses and units while also respecting their distinct needs.

They will provide the highest level of expertise and responsiveness to secure resources, ensure compliance, and provide the solutions necessary to maintain mutually-beneficial relationships across UCOP, the campuses, and with the legislature.

They will also bring state-of-the-art budget knowledge and develop original and innovative solutions to sensitive issues.
