Job description

Public Works Maintenance Worker

The City of Highland is seeking to fill a vacancy in the Public Works Department. The position is flexibly staffed and will be filled depending on qualifications. The position will perform a variety of semi-skilled and skilled work in the maintenance of streets, storm drains, facilities, grounds, and other public works areas; and to provide maintenance support to the Public Works Department.

The following are example tasks that may be performed. Incumbents may not perform all of these tasks or may perform similar related tasks not listed here :

  • Assist in general HVAC, electrical, painting, plumbing and carpentry work as needed.
  • Maintain, repair, and keep equipment and tools in good working order.
  • Clean storm drains, catch basins and storm drainpipes.
  • Repair and patch streets by hand-sweeping surfaces, loading asphalt, raking, and shoveling asphalt, and operating an asphalt spreader.
  • Set up and maintain barricades.
  • Water, weed, trim, seed, renovate and fertilize turf, shrubs, trees, and flower beds; rake leaves, clean walks, fields, courts, and other facilities; spade and otherwise prepare ground around plants and shrubs, including mixing and applying fertilizers, insecticides, and herbicides.
  • Replace and install street signs.
  • Hang and / or install and remove special event and / or holiday banners and flags. Requires use of lift / bucket truck.
  • Respond to emergency call outs from police, fire and / or other city officials related to emergencies resulting from down signs, trees, traffic accidents requiring road closures, etc.
  • Participate in the planting, transplanting, and removing trees.
  • Apply methods such as water / sand blasting, chemicals / scrubbing, and or painting over (rolling / spraying) for graffiti abatement.
  • Maintain and perform minor repairs on equipment, i.e., pressure washer, airless sprayer, etc.
  • Modify / adjust and fabricate tools to fit specific needs.
  • Remove illegal signs / advertisements on city property.
  • Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
  • Handle complaints and answers questions from the public.
  • Maintain logs of daily activities.
  • Operate mowing equipment, tractors, trenchers, and a variety of hand and power tools used in park, landscape, and street maintenance work.
  • Remove dead, broken and other undesired branches and tops of trees using saws, axes, and other tools, both hand and powered.
  • Lower heavier portions of removed trees to the ground.
  • Document attendance and performance of work release participants assigned to City projects.
  • Assign job tasks to work release participants and monitor safe work environment.
  • Monitor Graffiti hotline calls and complaints : respond to and resolve complaints from general public (Graffiti Hotline) and staff through service requests.
  • Organize and schedule daily graffiti removal task; prioritize work activities by hotline calls, project demands, crew availability, as well as addressing regular routes.
  • Contact property owners and obtain permission to remove Graffiti from private property.
  • Take photos and keep documentation / files on graffiti gangs.
  • Work closely with other agencies : Sheriff's Department, Code Enforcement, Probation Department, San Bernardino Police Department, East Valley Water District, San Bernardino Flood Control, and City of San Bernardino's graffiti removal entity. Furthermore, presenting and establishing continuing programs to combat and enforce as well as to gain compliance and restitution from offenders.
  • Perform related duties as assigned.

Qualifications :

Maintenance Worker I - Knowledge of :

  • Common tools and materials used in public works maintenance.
  • Basic repair and maintenance procedures and practices.
  • Safe work practices and policies.
  • Ability to :

  • On a continuous basis, know and understand maintenance activities and observe safety rules. Intermittently, analyze equipment problems; identify safety hazards; locate equipment sources; interpret work orders; know how to operate equipment; and explain jobs to other employees.
  • Intermittently, sit while driving a piece of equipment; stand and walk while performing maintenance activities; bend and twist to adjust equipment; kneel and squat to review work; or climb up on to heavy equipment to begin operations; perform simple and power grasping, pushing, pulling, and fine manipulation; and lift or carry weight of 75 pounds or less.
  • Perform minor maintenance activities related to the area of assignment.
  • Understand and follow oral and written instructions.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Work with the variety of tools related to public service maintenance.
  • Learn to operate a variety of maintenance equipment.
  • Perform heavy manual labor.
  • Serve on the City's "on call" rotation program. Requires availability during nights, weekends, and holidays to respond to emergencies while scheduled for on-call duty.
  • Experience and Training : Any combination of experience or training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be :

  • Experience : One year of experience in construction or maintenance work including some semi-skilled assignments is desirable.
  • Training : Equivalent to the completion of twelfth grade.
  • Possession of, or ability to obtain, a valid California driver's license.
  • Maintenance Worker II - In addition to the requirement for Maintenance Worker I :

  • Knowledge of :
  • Principles and practices of maintenance and repair activities related to public works maintenance.
  • Pumps, valves, and filtering devices.
  • City street system repair and maintenance.
  • Park and building maintenance including light HVAC, Plumbing, and Electric repair.
  • Techniques and procedures in basic carpentry, metal, masonry, painting, mechanical and electrical work.
  • Ability to :
  • Operate motorized equipment such as tractors; skip loaders, mowers, trucks, and backhoe.
  • Operate specialized job-related equipment including hydraulic jackhammers, chain saws, and tampers.
  • Perform journey level semi-skilled maintenance duties.
  • Read and understand schematic diagrams.
  • Experience and Training : Any combination of experience or training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be :
  • Experience : Two years of experience in the area of assignment equivalent to the Maintenance Worker I in the City of Highland.
  • Training : Equivalent to the completion of the twelfth grade.
  • Possession of or ability to obtain a Class C California driver's license.
  • Salary Range :

  • Maintenance Worker I : $3,945 - $4,796 per month
  • Maintenance Worker II : $4,344 - $5,278 per month
  • Work Schedule : 4 / 10 Work Schedule

    Cafeteria Plan : $1,600 per month toward health / dental / vision insurance premiums

    Vacation / Sick Leave : 80 Hours of accrued vacation within first year; 8 hours per month of sick leave with a maximum of 1,250 Hours

    Holidays : 9 Hours of Floating Holiday per year; 12 paid City Holidays

    Retirement benefits are provided through the California Public Employees' Retirement System (CalPERS); 2% @ 55 for (classic) CalPERS members, with the City paying the member contribution; 2% @ 62 for (new) CalPERS members, with the employee paying the member contribution. The distinction between "classic" and "new" is pursuant to State pension reform legislation (PEPRA).

    The passing of a pre-placement physical will be performed as a condition of employment. A DMV background check and fingerprinting will also be performed.
