Job description

Overview

The City of Spokane is hiring Police Records Specialists to support law enforcement and criminal justice agencies through specialized records management and customer service.

This description was prepared to indicate the kinds of activities and levels of work difficulty required of positions in this class. It is not intended as a complete list of specific duties and responsibilities.

Responsibilities

  • Provide records management for multiple law enforcement and criminal justice agencies throughout Spokane County. Answer inquiries received at the counter, by fax, and by telephone from internal customers and external law enforcement agencies; respond to questions of a general and law enforcement nature and refer individuals to appropriate sources of information.
  • Be assigned multiple distinct functions within one of the primary work groups, including criminal records, domestic violence orders, and public window.
  • Criminal records : Review, verify, and process reports, warrants, requests, teletypes, and faxes. Enter, update, and correct data across multiple databases. Process include runaway / missing person reports, stolen vehicle recoveries, warrants, offender tracking systems, and indications of firearms ineligibility. Receive, sort, review, scan, index, copy, correct, and disseminate documents as required by applicable laws, policies, and procedures.
  • Domestic violence orders : Review, verify, and process court orders; enter information into databases and update records as court orders are served or statuses change. Coordinate with court staff to review orders and request corrections when needed. Court orders may include criminal no-contact orders and civil protection orders including domestic violence protection orders, anti-harassment orders, extreme risk protection orders, and restraining orders.
  • Public window : Review applications for gun licenses and conduct criminal background checks for concealed pistol licenses, gun transfers, and firearm dealers. Generate paperwork and submit requests to outside agencies (e.g., Department of Licensing). Interact with customers in person, by phone, and by email. Perform cash handling duties, including managing funds, change, receipts, reconciliation, deposits, and disbursements.
  • Performs related work as required.

Qualifications

  • Education : High school diploma or equivalent; AND
  • Typing : Must be able to type at a rate of 200 keystrokes (40 words) per minute.
  • Pre-Employment Requirements

  • Applicants must submit a Personal History Statement (PHS) as part of the application. This documentation will be used to conduct a background investigation. Completion of this form is mandatory for employment consideration.
  • Download the PHS form and attach the completed form to your online application or email it to civilservice@spokanecity.org.
  • Applicants are also required to complete a polygraph examination, fingerprinting, and a background investigation prior to appointment, and must obtain ACCESS II certification during the probationary period.

    Applicants must meet the minimum qualifications and pass the examination for this position to be eligible for hire. Qualified applicants are encouraged to apply immediately. All applicants must complete and submit a City of Spokane employment application online by the filing cut-off date.

    Upon request, at the time of application, the City of Spokane will provide alternative accessible tests to individuals with disabilities that impair manual, sensory, or speaking skills needed to take the test, unless the test is intended to measure those skills. The examination will consist of skill simulation tests with weights as follows :

  • Examination Details

    This is an online examination and requires a computer. If you do not have access to a computer, notify Civil Service so that one may be provided. Reservations can also be made through your local public library.

    Examination links with instructions will be emailed from City of Spokane. Once you receive the test link, the testing window is from Thursday at 12 : 00 AM to Monday at 11 : 59 PM. You may begin the exam at any time during the test period; however, once you begin, you will have 2 hours to complete the examination. The exam may include the following subjects : Clerical Skills, Computer Skills, Communication Skills, Attention to Detail.

    Additional examinations shall be administered as applications are received, with results merged into one eligible list according to final ratings, pursuant to Merit System Rules of the Civil Service Commission : Rule IV, Section 13 – Continuous Examinations.
