Building Code Data Collection And Reporting Analyst

This is a pioneering role in a vital, new statewide program established by recent legislation and developed by OPLR. In this role, you will be instrumental in designing, implementing, and continually improving the core workflow processes and strategic framework for this initiative. As the Building Code Data Collection and Reporting Analyst, you will act as an in-house resource on issues related to building inspection processes and building code interpretation throughout the state. You will be expected to work both collaboratively with the Division and independently on assigned projects. You will have opportunities to develop expertise through data collection, analysis, and reporting, as well as to apply research methods to building code enforcement and compliance practices. Responsibilities will include, but are not limited to the following :
Program Development and Strategy :
Design and document the necessary internal and external workflows, data collection methodologies, and reporting standards to successfully launch and sustain this new statewide program.
Data Collection :
Collaborate with the division to collect data on building inspection processes, including building code interpretation and enforcement throughout the state.
Utilize various methods to gather data, including :
Surveying and interviewing stakeholders, such as local regulators, building officials, contractors, and third-party firms.
Visiting building sites and building departments to observe and gather relevant information.
Employing any other reasonable data collection methods to ensure comprehensive data is gathered.
Data Analysis and Guidance :
Use collected data to :
Provide data to the division on education strategies.
Provide data to the division regarding the proper interpretation of commonly disputed building code items.
Draft and send letters of concern, in collaboration with the division, to local regulators, building officials, third-party firms, and contractors who are found to be incorrectly interpreting, enforcing, or complying with the building code.
Annual Reporting :
Prepare and issue an annual publicly available report (before October 1) detailing the performance of local regulators in the state. This will include an evaluation of the following areas :
Consistency in interpreting and enforcing building codes in alignment with state standards.
Fair and equitable interpretation of codes for all building permit applicants and inspectors.
Consistency in building inspection processes for all permit holders and across all inspectors.
Compliance with inspection timelines.
Responsiveness to building permit applicants.
Adequacy of training, oversight, and use of qualified building inspectors.
Employment or contracting with qualified Building Officials and Inspectors.
Public Data Availability :
Annually, make a summary of the data collected publicly available through the Division of Professional Licensing.
Annually provide the report on data collected on building inspector performance and a summary to the Business and Labor Interim Committee.

Minimum Qualifications
Work location / Licensure / Travel : Training will take place in the downtown Salt Lake City office, with potential opportunities to telework. Must have / obtain and maintain a valid Utah drivers license. Willingness to travel consistently to visit all jurisdictions within Utah counties.
Building Code Expertise : Knowledge and / or experience with the states building inspection regulations and processes.
Communication : Experience with public speaking and / or presenting.
Technical Proficiency : Proficiency with Microsoft Word and Excel, or their Google equivalents (Docs / Sheets).
Preferred
Experience with the states building inspection regulations and processes, obtained through formal training, certification, and / or on-the-job training (e.g., ICC certifications, professional licensure, formal education, trade school / apprenticeship, direct regulatory experience, industry experience, and / or internal compliance / safety). Experience with data analysis.
Experience with public policy and / or compliance.
Experience in data collection, analysis, reporting, and presenting results to management, government officials, or a high-level audience.

Retirement - Utah Retirement Systems (URS) : Employees who have any service credit with an employer covered by the Utah Retirement Systems prior to 7 / 1 / 2011 are in the Tier I Public Employees System. Employees hired on or after 7 / 1 / 2011 and who have never been in the URS retirement system have two options for retirement in the Tier II System.
Tier 2 Hybrid Retirement System. Employer contributes an amount equal to 10% of your salary between both plans (pension and 401(k)).
Tier 2 Defined Contribution Plan. Employer contributes an amount equal to 10% of your salary to a 401(k) plan only.
