Public Works Manager I
Pima County's Conservation Lands and Resources Department (CLR) is seeking a highly motivated, experienced, and natural resource-focused leader to fill a new position, Public Works Manager I, within its Range and Agricultural Lands Division. The position reports to the Division Manager and plans and administers the operational and financial activities of units within the Division which may include groundwater management program, operations of potable wells and water systems, and oversight of the specialty construction and maintenance activities of the special projects and trades unit. These units support the entire CLR Department, and in some cases also provide support for several additional departments. This position will also lead one or more of the following functions : management of groundwater wells including inventory, maintenance; rehabilitation, component replacement, and acquisition and maintenance of water rights on existing and newly acquired properties; management of potable water systems on the county's conservation lands including oversight of operations and maintenance, water testing and treatments according to State of Arizona regulations, and project management of major system repairs; support for wells and potable water systems for other County Departments including Attractions and Tourism, Parks and Recreation, and Regional Flood Control District; and oversight of infrastructure design, construction, and maintenance projects department wide on ranches, farms, parks, and conservation properties. The CLR Department manages over 260,000 acres of County conservation lands and leases, including 13 active cattle ranches, iconic natural resource parks such as Tucson Mountain Park, Colossal Cave Mountain Park, and Agua Caliente Park and a variety of conservation properties. The Divisions resource management responsibilities provide critical leadership and solutions towards implementation of the Sonoran Desert Conservation Plan (SDCP), one of the most ambitious conservation programs by a local government.

Plans and administers the operational and financial activities of a unit or multiple units within a Public Works Department in conjunction with the Division Manager; Develops, reviews and implements operational, maintenance and improvement plans and programs; Manages design, development and implementation of various construction or special projects; Analyzes methods, procedures and productivity to improve the efficiency of the division and adjusts unit operations for compliance with financial goals and performance standards; Prepares cost projections for unit or multiple units activities and monitors financial expenditures; Compiles and analyzes a unit's or multiple units budget for reasonability, needs and justification, and submits unit budget to division manager for inclusion in the development of the division budget; Facilitates and provides guidance and leadership for the special research, evaluations, or study projects; Develops and implements unit or multiple units policies, procedures and standards.
