Job Description

The City of Renton is recruiting to fill a Program Development Coordinator 1 / 2 vacancy in the Transportation Systems Division of the Public Works Department. The Transportation Systems Division is comprised of the Traffic Operations & Signal section, Roadway Design and Bridge section, and Transportation Planning section. This position is a senior level in the Transportation Planning section where it will play a key role in the following current initiatives depending on experience and suitability : developing the city's roadway, nonmotorized, or pavement rehab projects; administering grant funds, pursuits, reporting; capital budget planning and leading the coordination of capital project program delivery, leading quarterly budget adjustments and annual budget processes specific to the City relative to transportation capital program and project budgets, assist with building and maintaining the division's capital budget including cost and schedule, co-manage the Commute Trip Reduction program with the Transportation Planner and assist them with program marketing and the biennial surveying of major employers, In general, the Program Coordinator is not required to hold an engineering degree but may be asked to preform engineering-based assignments if they hold previous experience and / or licensure. Traffic engineering experience is desired but not required.

This position is part of a series and salary placement depends on the education, experience, and skill set of the incumbent.

Program Development Coordinator 1 : $99,576 - $121,356

Program Development Coordinator 2 : $107,280 - $130,764

PROGRAM DEVELOPMENT COORDINATOR 1

ESSENTIAL FUNCTIONS :

  • Provide assistance to the Transportation Planning section in conducting planning activities, performing technical analyses, and executing other tasks as assigned.
  • Support the Transportation Systems Division in managing the Transportation Capital Improvement Program.
  • Assist in preparing the annual Six-Year Transportation Improvement Program, including drafting project descriptions, project costing, scheduling timelines, and identifying funding sources.
  • Help develop and maintain grant administration processes to ensure compliance with applicable regulations.
  • Collaborate with finance staff to prepare staff reports and agreements with granting agencies.
  • Stay informed on emerging trends and innovations in grant development, and monitor federal, state, and local regulatory changes affecting the City.
  • May assist and coordinate with project managers on transportation improvement project scheduling, financing, and short-range planning.
  • Engage with external agencies such as adjacent cities, WSDOT, METRO, King County, and other regional partners to align planning efforts.
  • Serve as a staff resource; coordinate and implement policies; remain current on State and federal funding programs.
  • Collaborate with consultants, City staff, and external agencies to facilitate and communicate program activities and progress.
  • Assist in developing presentations for government and community groups.
  • Represent the City as a liaison to public and private organizations to support transportation system improvement goals and regulatory compliance.
  • Attend meetings and conferences; represent the Transportation Planning workgroup as assigned.
  • Assist with developing position papers and memoranda as directed; prepare related reports and maintain records for programs assigned.
  • Contribute to an environment of teamwork and respect.
  • Foster a culture of equity and inclusion by recognizing the diverse needs and perspectives of groups and individuals.
  • Remain current with relevant technological advancements as it relates to field.
  • Participate in and help provide cross-training in processes as directed by management to ensure a well-rounded team for coverage purposes.
  • Maintain regular, reliable, and punctual attendance.
  • Perform other duties as assigned.
  • May be assigned to support City priorities during emergencies.
  • PROGRAM DEVELOPMENT COORDINATOR 2

    ESSENTIAL FUNCTIONS :

  • Lead planning activities and technical analyses within the Transportation Planning section.
  • Manage tasks or components of transportation planning studies, with a focus on multi-modal system planning and integration.
  • Provide strategic input and direction on transportation initiatives aligned with citywide goals.
  • Oversee the Transportation Capital Improvement Program for the Transportation Systems Division.
  • Prepare the annual Six-Year Transportation Improvement Program, including comprehensive project descriptions, cost estimates, scheduling, and funding forecasts.
  • Recommend capital allocations and monitor program revenues and expenditures across federal, state, local, and private funding sources.
  • Assist with the development and administration of the division budget.
  • Coordinate construction scheduling, financing, and short-range planning with regional partners including WSDOT, METRO, King County, and adjacent cities.
  • Facilitate interagency collaboration to ensure timely and efficient project delivery.
  • Lead grant program development, submission, and compliance activities.
  • Monitor regulatory changes and ensure timely execution of grant-related tasks, including Transportation Improvement Board arterial deficiency ratings.
  • Track program and project progress to ensure adherence to schedules, budgets, and legal requirements.
  • Monitor fee accounts to support timely project initiation and financial accountability.
  • Support the development, coordination, and implementation of transportation policies within the City's Comprehensive Plan.

  • EDUCATION, EXPERIENCE, AND LICENSE REQUIREMENTS :

  • Bachelor's degree in Business or Public Administration, Planning, Civil Engineering or closely related field
  • Minimum 2 years of experience in civil engineering, systems development, transportation system problem-solving and analysis, or transportation program / project management.
  • Or minimum 6 years of relevant education and experience.
  • Valid Driver's License
  • Successful passing of a required background check.
  • Successful passing of a required driving record check.
  • PROGRAM COORDINATOR 2 requires an additional 2 years of relevant education and experience.

    PHYSICAL DEMANDS :

  • Drive to offsite locations to perform essential functions.
  • Move throughout City facilities and buildings.
  • Operate a computer and other office equipment.
  • Communicate with City employees and residents.
  • WORK ENVIRONMENT :

  • Work is performed in a typical office environment.
  • Noise level in the office is moderately quiet.
