We are seeking a technical Project Manager with specific IES domain knowledge. This role is part of the IES (Integrated Eligibility System)& Project Management Office (PMO) and reports directly to the IES Project Management Lead. The successful candidate will provide leadership to other project managers and ensure the IES program's objectives are met.
Key Responsibilities :
Provide leadership and oversight to other IES project managers, aligning with the program's mission.
Define and manage project scope, schedule, and budget; identify variances and implement risk-mitigation strategies.
Proactively identify, assess, and mitigate project risks across all stakeholder groups.
Adhere to the established IES change control process.
Manage project teams through the entire systems development life cycle (SDLC), including requirements, design, development, testing, and deployment.
Manage all project aspects, including risks, issues, communications, decisions, and interdependencies.
Manage resources in a matrix environment, collaborating with senior management on allocations.
Lead project groups and facilitate meetings to clarify business / technical requirements and drive decisions.
Collaborate with stakeholders (team members, state agencies, Social Service Districts) to ensure clear understanding of objectives and roles.
Oversee Systems Integration vendor implementations, including scope adherence, resource management, and deliverable approval.
Report to the Project Management Lead and provide regular status updates to the Program Director, sponsors, and steering committees.
Mandatory Qualifications :
Level III : Over 7 years of experience on complex projects, including at least 2 years in a Project Manager leadership role.
Minimum 12 years as a PMO Project Manager supporting a Health and Human Services Eligibility system (e.g., Medicaid, SNAP, Public Assistance, HEAP, Child Care). Must have proven experience in data conversion, modeling, working with Legacy systems / ETL teams, and validating data quality.
Additional Qualifications :
Experience managing a program budget of at least $100 million .
Seven years of active experience managing resource-loaded schedules using Microsoft Project, Project Online, and VBA scripting .
Understanding of data governance, privacy, and compliance standards.
Bachelor's degree in Business, Computer Science, Engineering, or a related field.
Experience working with and leading technical teams, data analysts, and integration partners.
Current PMP or equivalent Project Management Institute certification.
Five years' experience with Agile development methodologies and technical projects
