Summary

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment.

Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

This is an OPEN CONTINUOUS ANNOUNCEMENT and will remain open until filled or September 30, 2024. The initial cut-off date for referral of eligible applications is 15 days from announcement open date.

The HUD-VASH program, a partnership between the Department of Housing and Urban Development (HUD) and the Depart of Veterans Affairs, is an clinical case management program for chronically homeless Veterans aimed at providing psychosocial services to Veterans who acquire permanent housing through HUD' s Section 8 voucher system.

The incumbent in this position functions as a Case Manager for the HUD / VA Supportive Housing (HUD-VASH) Program located at various sites within the San Francisco VA Health Care System (SFVAHCS)

catchment area. The incumbent is responsible for providing clinical case management and other services for Veterans receiving housing assistance through the HUD Section 8 voucher system.

Major duties include but are not limited to the following :

  • Screening / Assessment : Demonstrates the ability to independently conduct a psychosocial assessment with a wide variety of individuals from various socio-economic, cultural, ethnic, educational, and other diversified backgrounds.
  • Advance Directives : Provides education on advance directives and advanced care planning.
  • Treatment Planning / Goal Setting : Formulate a treatment plan and implement the plan, identifying problems, strengths, weaknesses, coping skills and assistance needed.
  • Referrals / Linkage Services : The incumbent, with the Veteran, family, and interdisciplinary treatment teams, maintains a current network of internal and external resources to educate the family and / or family members / caregivers and assist with appropriate referrals.
  • Counseling / Therapeutic Interventions : Possesses skills to independently implement different treatment modalities when working with individuals, families, and groups to achieve treatment goals.
  • Case Management / Care Coordination : Provides case management and care coordination to facilitate appropriate delivery of health care services, incorporates complex multiple causation in differential diagnosis and treatment of Veterans, including making psychosocial and psychiatric diagnoses within approved clinical privileges or scope of practice.
  • Consultation / Training : The incumbent provides consultation services to new staff about the psychosocial needs of patients and the impact of psychosocial problems on health care and compliance with treatment.
  • Administrative Responsibilities : The incumbent can serve on committees, work groups, and task forces at the facility and VISN level or in the community.

Work Schedule : Full-time; Monday - Friday, 8 : 00 AM to 4 : 30 PM (Tour of Duty to be determined upon hire.)

Telework : Based on agency need and staff performance. *This position requires reporting to the office multiple times a week.

Qualifications

Basic Requirements :

1. United States Citizenship : Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

2. English Language Proficiency : Marriage and Family Therapists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3j.

3. Education : Candidates must meet one of the following :

  • Hold a master's degree or doctoral degree in marriage and family therapy from a program approved by Commission on Accreditation for Marriage and Family Therapy Education (COAMFTE), OR
  • Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution, OR
  • Hold a master's degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession.

4. Licensure : Persons hired or reassigned to Marriage and Family Therapist positions in the GS-0182 series in VHA must hold a full, current, and unrestricted MFT license to independently practice marriage and family therapy in a State.

Grandfathering Provision : May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations :

Marriage and Family Therapist, GS-12 (Advanced)

Education, Experience and Licensure : Candidate must have successfully completed evidence based training in family therapy and must have graduated from a COAMFTE accredited program OR have passed the AMFTRBE.

Candidate must have at least five years of post-licensed clinical experience in delivery of family systems therapy including one-year equivalent to the GS-11 grade level.

This experience must demonstrate the use of an evidence based family therapy model while exhibiting progressive professional competency and expertise.

Assignments requiring responsibility for providing clinical supervision must have an AAMFT Approved Supervisor credential.

  • Demonstrated Knowledge, Skills, and Abilities : In addition, the candidate must demonstrate the professional KSAs listed below.
  • Ability to provide specialized consultation for complex cases involving individuals, families and / or couples utilizing evidenced-based family systems theory / therapy.
  • Ability to provide crisis intervention which includes assessment, safety planning and complex treatment planning using independent clinical judgment utilizing family systems theory / therapy.
  • Ability to provide family systems therapy, which seeks to address Veterans and their family members on an individual level and deals with interpersonal interactions.
  • Ability to provide unlicensed MFT staff / trainees with systemic clinical supervision towards licensure from a family systems theory / therapy perspective.
