Position Summary : The Human Resources Manager is a department of one and reports directly to the CEO. This role is responsible for overseeing all core HR functions, including recruitment and onboarding, employee relations, performance management, benefits administration, HR policies, compliance, and staff development. The HR Manager also manages agency-wide compliance training requirements through the organizations LMS, Relias. The HR Manager provides both strategic guidance and day-to-day support to staff and leadership, ensuring that HR practices are effective, compliant, and aligned with the agencys mission. Essential Job Duties and Responsibilities Lead full-cycle recruitment, onboarding, and orientation. Provide employee relations support and foster a positive, inclusive workplace culture. Administer benefits, HR systems, and accurate employee records. Oversee performance management and support staff training and development. Develop, update, and implement HR policies in line with legal and regulatory requirements. Ensure staff complete compliance training (e.g., Workplace Transparency, harassment prevention). Partner with the CEO and leadership as a trusted HR advisor. Qualifications Bachelors degree in healthcare, organizational development, human resources or other associated degree program is required.Has a current and / or agrees to achieve certification as an HR specialist. Has excellent written and verbal communication skills.Has knowledge of payroll systems and computer programs. Minimum of 5 years of progressive experience required, preferably in a non-profit, social service or healthcare setting.
