Job description

The Position

Assistant Engineers (Electrical) perform a variety of professional electrical engineering assignments in connection with the operation of a large municipal water supply and wastewater utility. This is the second level position in the engineering series, which may include direction of lower-level engineers or technical staff in specific project areas.

Assignments are under the direct supervision of registered engineers and provide qualifying experience for registration. The current openings are in the Electrical Engineering Section and Plant Engineering Services Section, part of the Design Division and Facilities Maintenance and Construction Division, respectively. The ideal Assistant Engineer candidate should possess some of the following :

  • Industrial electrical and control engineering work experience.
  • Knowledge of up-to-date power, instrumentation, and control systems.
  • Experience coordinating electrical engineering activities with others including other discipline engineers / workgroups (e.g., mechanical, civil / structural, commissioning, instrumentation control systems, etc.), consultants, contractors, and representatives of other agencies.
  • Experience working collaboratively to provide timely and efficient service and have the ability to establish and maintain effective working relationships with others.
  • Excellent written and communication skills, and experience in conducting meetings and making presentations.
  • The ability to explain technical information so that it is easily understood by a non-technical audience.

Electrical Engineering Section - Design Division

The Electrical Engineering (EE) workgroup is part of the multi-disciplinary Design Division that is responsible for preparing electrical engineering studies and designs for capital projects to upgrade or replace power distribution systems, reservoirs, pumping plants, and water treatment facilities. The ideal candidate will have technical expertise in power system engineering and analysis, corrective, predictive, and preventative maintenance standards. This candidate will also possess the ability to learn and develop new areas of expertise as required by the tasks assigned to him / her.

Electrical engineers in the EE workgroup are responsible for preparing construction drawings and specifications including electrical site plans, single lines, conduit, and cable schedules, wiring diagrams, instrumentation diagrams, and design details for various electrical systems including mechanical and process equipment, switchboards / switchgears, motor control centers, heating, air conditioning, and lighting. Responsibilities also include providing electrical engineering support and expertise during the planning and construction phases of projects and to other EBMUD workgroups such as maintenance and construction.

Plant Engineering Services Section - Facilities & Maintenance Division

The Plant Engineering Services (PES) workgroup is part of the Facilities Maintenance and Construction Division that is responsible for supporting the operations and maintenance for over 400 District facilities including substations, treatment plants, pumping plants, rate control stations, reservoirs, and administrative facilities. The ideal candidate in the Plant Engineering Services Section will have strong technical expertise in medium-, and low voltage power system engineering and analysis, acceptance and maintenance testing standards, and project management experience. They will also possess the ability to learn and develop new areas of expertise as required by the tasks assigned to them

Duties in both positions include :

Project Planning, Construction, and Management :

Planning and developing project scope, schedule and budget for small water electrical engineering projects; prepare contract bid documents; managing consultants including invoices and work products, coordinating the work of multi-disciplinary teams; directing, monitoring, and controlling project activities and ensuring compliance with scope, goals, schedules and budgets.

Engineering Field Support :

Providing technical engineering support to operations and maintenance addressing electrical equipment failures, safety, and maintenance concerns. This may include updating electrical design drawings and specifications, specifying equipment purchases, developing maintenance plans and job procedures for assets, providing support during testing, and performing root cause analysis on malfunctioning electrical equipment.

Design :

Researching and developing electrical design criteria, project scope and cost, design drawings and specifications for systems and equipment including substations, power distribution systems, water treatment plants, pumping stations, and office facilities. Preparing and reviewing electrical power system analyses including load flow, transient motor starting, short circuit, protective relays, and arc flash.

Written Communication :

Preparing concise and accurate engineering reports, correspondence and memos for a wide variety of audiences including EBMUD staff, government and regulatory agencies, contractors, and the general public.

Due to the specialization of work done by the sections, the incumbent should have knowledge of electrical engineering principles, codes, standards, practices, and methods as applied to the design, construction, installation, and testing of power distribution including medium- and low-voltage systems, motor control, process control, telemetry, automation, and electronically based systems.

Flexible / hybrid work from home schedule may be available for some positions in this job classification.

The salary range is $11,629 per month increasing to $12,210, $12,821 $13,462, and $14,135 after 6, 18, 30, and 42 months, respectively.

Requirements

1. A bachelor's degree in an ABET-accredited electrical engineering curriculum OR a California EIT Certificate; and

2. Two years of professional electrical engineering experience (subsequent to obtaining the degree) at a level comparable to or higher than EBMUD's Junior Engineer classification. An advanced degree in an accredited electrical engineering curriculum may be substituted for one of the required years of experience.

3. Must possess a valid California driver's license and have a satisfactory driving record.

The Selection Process

1. Submit a completed EBMUD application and the required supplemental question responses online at www.ebmud.com by 4 : 30 p.m., Friday, October 17, 2025. Only application materials submitted online during the filing period will be accepted.

2. Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3. All qualified applications and supplemental responses will be competitively evaluated, with those candidates receiving a passing score to be invited to a panel interview tentatively scheduled for November 2025.

4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5. The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.

6. All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.
