Job Description

ProSidian Seeks a Environmental Quality Control Manager (A007) (CONUS / OCONUS - Jacksonville, FL and the Caribbean | Senior Consultant - Full-Time) to support an engagement for the second largest civil works district in the US Army Corps of Engineers, with an area of responsibility encompassing Florida and the Caribbean.

This service supports DoD / Military Sector Sector Clients (For Present / Future Requirements) and ProSidian Team Members work as part of a Key Personnel Cadre (Labor Category ) to fulfill BLD - Blended (FFP / T&M) requirements for a provide Environmental Remediation Services, on behalf of the second largest civil works district in the US Army Corps of Engineers, with an area of responsibility encompassing Florida and the Caribbean.

Environmental Quality Control Manager (A007) Candidates shall work to support requirements for CORHQ-22-R-0317 Environmental Functional Area Services and shall work as a Environmental Quality Control Manager (A007) and

PARTICIPATE IN FUNCTIONAL / TECHNICAL ROLE BASED RESPONSIBILITIES AND SUPPORT RELATED TO :

The ProSidian Engagement Team shall be capable of performing a wide range of Environmental Remediation Services activities, environmental investigations related to remediation, water / wastewater services, industrial hygiene / safety support, and other support activities, environmental conservation activities, pollution prevention activities.

The ProSidian Engagement Team shall be capable of performing all geotechnical investigations including sampling and testing of soil (shallow, shallow subsurface, and deep subsurface), rock and / or other solid matter; sampling and testing of sediments; sampling and testing of groundwater; determination of aquifer parameters / monitoring of groundwater elevations, and sampling and testing of surface water. Soils shall be tested for both chemical and geotechnical parameters. Groundwater sampling may involve installation and development of monitoring wells. Material testing for geotechnical properties, and soil classification in accordance with Unified Soil Classification System. Logs and other data submitted shall be Bentley geotechnical and geo-environmental products (GINT compatible).

The ProSidian Engagement Team shall provide comprehensive base sustainment, restoration, and modernization support to include the furnishing of all materials, plant, tools, labor costs, and other associated incidentals necessary to complete environmental compliance, evaluation, management and remediation for vertical and horizontal construction inspections, quality assurance and other SRM initiatives as defined in individual Task Orders awarded herein. SRM requires environmental compliance evaluation, remediation and permitting during the preconstruction, construction, and post construction phases.

The Base Support includes an assortment of environmental programs and initiatives supporting a wide variety of critical functions and capabilities to enhance operations and readiness. The ProSidian Engagement Team shall provide comprehensive environmental base support. At a minimum, work may include office automation, customer interface, and technical support required for environmental evaluation, compliance, remediation, and management. This could include, but is not limited to, repository maintenance, document, and justification input for procurement actions; assist in monitoring contract durations; database maintenance and input to various enterprise databases tracking programs. General administrative support may include technical assistance in the organization and maintenance of the official filing systems and repository; data gathering and data entry into the various databases. General technical support may include project review, technical document reviews, prepare scope of work and estimates, and prepare statistical reports.

Qualifications

TEAM PROSIDIAN PERSONNEL SHALL HAVE EXPERIENCE IN THE FOLLOWING :

All work under this contract shall be conducted in a professional manner that will provide the highest degree of precision and accuracy obtainable for the task being performed. All quality control limits required in each Task Order and set in the work plan shall be strictly adhered to.

Apart from required technical and professional qualifications for the specific tasks, Contractor personnel working on project sites must be certified to work at environmental, Installation Restoration Program (IRP) construction, and Hazardous Toxic and Radioactive Waste (HTRW) sites with both initial and annual Hazardous Waste Operations and Emergency Response (HAZWOPER) certifications as appropriate.

KEY PERSONNEL QUALITY CONTROL MANAGER :

Professional level skills and management practices are required in the performance of the contract. Accordingly, The ProSidian Engagement Team shall establish an effective quality control program to assure that the end products meet professional standards and comply with the contract requirements. The Quality Control Specialist shall develop project tracking methods to provide detailed information to the USACE regarding time and costs for each task. The ProSidian Engagement Team's senior quality control individual shall report to a senior company officer. The quality control and production management chains-of-command shall be mutually exclusive. Skills :

  • Knowledge of OSHA Regulations
  • Comfortable around Heavy Equipment
  • Possess deep knowledge of transport and disposal procedures for safe handling of hazardous materials
  • Familiar with EPA Standards
  • Extensive knowledge in data collection / analyzation
  • Prepare reports and correspondence concerning project specifications, activities and status as well as a customer facing Statement of Work.
  • U.S. Citizenship Required - You must be a United States Citizen
  • Excellent oral and written communication skills (This employer participates in the e-Verify program)
  • Proficient with Microsoft Office Products (Microsoft Word, Excel, PowerPoint, Publisher, & Adobe)
  • All ProSidian staff must be determined eligible for a "Facility Access Authorization" (also referred to as an "Employment Authorization") by the USG's designated Security Office.

  • Must be able to submit to and qualify for varying levels of background investigative requirements, up to a Top Secret or DOE "Q" clearance.

TRAVEL :

  • The ProSidian Engagement Team will be required to travel within Continental United States (CONUS), Puerto Rico, and the Caribbean. during the performance of this contract to attend meetings, conferences, and training. Travel will be expensed
  • RISK LEVEL DESIGNATION :

  • Moderate Risk - background investigations required and Personnel performing labor categories designated at the MODERATE or LOW risk levels must be either United States Citizens or Lawful Permanent Residents of the United States.
  • SECURITY :

  • The ProSidian Engagement Team may be required a secret facility clearance from the Defense Security Service. The Contractor's employees, performing work in support of this contract shall have or shall be in a position to obtain security clearances from the Defense Industrial Security Clearance Office.
